Rabat – The African Development Bank (AfDB) has approved €270 million ($314 million) to finance Morocco’s implementation of the Airport Infrastructure Expansion and Modernization Program (PEMIA).
This initiative is designed to enhance the country’s air transport competitiveness, and aims to increase the operational capacity of Morocco’s main airports through upgraded infrastructure, an expanded air navigation system, and strengthened security measures.
The investment comes as Morocco prepares for a rise in passenger and cargo traffic by 2030, particularly in the lead-up to its co-hosting of the 2030 FIFA World Cup.
Under the program, the airports of Marrakech, Agadir, Tangier, and Fez will undergo major upgrades.
The plan includes terminal expansions, the construction of a new control tower in Marrakech, and the development of 1.5 million square meters of aircraft parking areas, along with 7.6 kilometers of taxiways.
New-generation security equipment, automated baggage-handling systems, and modern mobility solutions will also be installed to improve safety and overall travel conditions.
“Developing Morocco as a destination and strengthening its logistical competitiveness to prepare for a global event such as the 2030 FIFA World Cup remains our strategic priority,” said Achraf Hassan Tarsim, the AfDB Country Manager for Morocco.
Mike Salawou, Director of the Infrastructure and Urban Development Department at the AfDB, noted that the project is expected to support Morocco’s tourism momentum and upgrade its air logistics.
He said the initiative will “modernize airport infrastructure to offer a safe and efficient travel experience aligned with international standards.”
The AfDB noted that PEMIA integrates digital solutions and upgrades aimed at streamlining airport processes and improving passenger comfort.
In the short term, the rollout of modernized facilities is expected to enhance operational safety and create several thousand jobs, particularly for women and young people. Over the medium term, the program is projected to boost tourism, trade, and public and private investment in transportation-related sectors.
By 2030, airport capacity is expected to rise significantly, reaching 14 million passengers in Marrakech, five million in Agadir, 3.6 million in Tangier, and three million in Fez. These developments, the AfDB added, will strengthen Morocco’s position as a regional aviation hub.
Yesterday, the AfDB also approved a €150 million ($175 million) credit line for the Municipal Equipment Fund to support local development across Morocco.
