Agadir – Morocco has recorded a prominent improvement in its global standing on artificial intelligence governance, advancing by 14 positions in the Government AI Readiness Index 2025.
Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni highlighted this progress during an international meeting in Kuwait, stressing on the country’s capacity to integrate AI into public governance.
The Government AI Readiness Index evaluates countries based on several pillars including government strategy, technology ecosystem, and data and infrastructure capacity.
Earlier editions of the index already placed Morocco among mid-ranking countries globally, highlighting gradual but steady progress in building AI-related capabilities.
In the 2025 index, data ranked Morocco around 86th globally, reflecting a measurable improvement compared with earlier rankings, and placing the country among the top performers in parts of the Middle East and North Africa region.
AI integration is part of a wide Morocco’s long-term strategy in digital transformation. Authorities have attributed the progress to reforms aimed at modernizing regulatory and legal frameworks, expanding technical skills, encouraging responsible innovation, and establishing governance mechanisms for exporting AI services.
Positioning Morocco as a regional hub for sustainable digital transformation
These measures are designed to ensure that AI development aligns with Morocco’s social reality and ethical standards while also supporting economic competitiveness.
A key element of this progress is the shift from strategy planning to operational implementation. One major example is the Digital for Sustainable Development Hub (D4SD), developed in partnership with the United Nations Development Programme.
The initiative aims to position Morocco as a regional center for sustainable digital transformation by leveraging artificial intelligence and data science to address development challenges.
Another initiative is the development of the Al Jazari Institutes Network, which is part of the broader “AI Made in Morocco” vision. These institutes function as collaborative platforms connecting academic researchers, startups, and public and private institutions.
Their main objective is to accelerate the creation of AI technologies that are reliable, inclusive, and aligned with national technological sovereignty goals.
The minister noted in her speech that artificial intelligence function goes beyond its technical dimension. It became a strategic and geopolitical issue. AI is reshaping governance systems, influencing digital trust, and redefining the skills needed in modern economies.
As AI imposes challenges and opportunities that extend beyond national borders, international cooperation is essential to ensuring safe, inclusive, and sustainable digital transformation globally.
