Rabat – Morocco’s Ministry of Youth, Culture, and Communication held a meeting on Friday in collaboration with the Moroccan Copyright and Related Rights Office (BMDAV), regarding the benefit of the print press sector from photocopying royalties.

The meeting seeks to outline the new aspect of the newly introduced framework for copyrighting, highlighting the importance of strengthening the protection of journalistic content.

The framework aims to facilitate the reproduction of a work by creating an exact copy that can be read directly. It also covers any device or tool that enables the work to be digitized before producing copies.

This new approach aims to modernize copyright practices in Morocco, reinforce intellectual property rights in the media sector, and provide a more structured system for the distribution of revenues generated through the reproduction of press content.

Dalal Mhamdi Alaoui, Director of BMDAV, detailed the conditions required for eligibility, including originality, proper registration, and compliance with national legal standards, while emphasizing the role of photocopying royalties in supporting both professional journalists and press institutions.

What journalistic articles are eligible for photocopying royalties

The journalistic articles need to meet certain standards, including demonstrating originality and creativity, rather than merely reproducing news content.

The article must be deposited in the National Library and obtain an International Standard Serial Number (ISSN), which helps identify the date of publication, title, and subject of the feature article, alongside the name of the journalist and the issue in which the article was published in the writing.

Payment and distribution of photocopying royalties in the print press sector

The photocopying royalties will be paid in the year following the publication of the article, by only getting the privilege of this royalty once. The revenues will be distributed with 70% to the professional journalist who made the article and for 30% to the institution in which the journalist works.
