Morocco Launches Digital Platform to Modernize Expropriation Compensation Process

Morocco is accelerating its digital transformation agenda with a new platform aimed at modernizing the management of expropriation compensation procedures and improving public service delivery.

Agadir – Morocco’s Ministry of Equipment and Water has signed a partnership agreement with Deposit and Management Fund (CDG) to operationalize a digital platform dedicated to compensation procedures related to expropriation.

Minister Nizar Baraka and CDG Director General Khalid Safir signed the agreement in Rabat on Friday, April 17. 

According to an official statement, the deal is aimed at modernizing public administration and improving the quality of services provided to citizens. 

“This agreement is part of the ongoing project to digitize public administration and implement measures to simplify administrative procedures and processes,” the ministry said in the statement. 

“It therefore contributes to improving the quality of services provided to users, as well as strengthening transparency and efficiency in the processing of files.” 

This partnership seeks to establish an integrated digital system for managing and releasing expropriation compensation deposits through the “CONSIGNATION” (Edaat) platform, developed by the CDG.

This initiative will restructure the management of expropriation compensation by digitizing all stages of the process. These include the filing of documents, account creation, transfer and escrow of compensation funds, and their disbursement to beneficiaries. 

The platform also introduces real-time tracking tools, enabling users to access accurate and up-to-date information on the status of their files.

“This platform plays a key role in managing compensations related to royal expropriations, an issue that many citizens have been facing,” Baraka said. 

The adoption of this system is expected to accelerate processing times, simplify administrative procedures, and improve beneficiaries’ access to information regarding their rights. 

It also promotes transparency and good governance in the management of deposited funds. In addition, the platform allows for full digital file management, including updates, as well as the online submission of requests, observations, and complaints.

Speaking on the occasion, Baraka highlighted that the agreement is part of broader reforms focused on digitizing public administration and simplifying procedures to enhance administrative efficiency and improve service delivery.

The minister noted that significant financial resources are mobilized annually for expropriation compensation and deposited with the fund. The total volume of deposited compensation reached approximately MAD 7 billion between 2021 and 2025, benefiting more than 80,000 beneficiaries. Of this, around MAD 3.4 billion has already been disbursed.

“This initiative aims to strengthen and digitalize the procedures related to compensation for royal expropriations,” stressed the CDG director, highlighting the urgent need to “improve working conditions, and ensure that citizens receive their compensation as quickly as possible, with full transparency and efficiency.”
