Marrakech – Morocco’s government council approved on Thursday the appointment of Mohamed Ezzahaoui as director general of the Customs and Indirect Taxes Administration (ADII) and the confirmation of Abdellatif Amrani as Treasurer General of the Kingdom (TGR). The nominations were validated under Article 92 of the Constitution.
Ezzahaoui, who served as director of resources and programming at the ADII, takes over from Amrani, who had led the customs administration since November 2022. Budget Minister Fouzi Lekjaa presided over the installation ceremony at the ADII headquarters, describing Ezzahaoui’s appointment as the culmination of a career built within the institution.
Amrani had been serving as interim head of the TGR since February 2026, following the departure of Noureddine Bensouda, who led the treasury for over 16 years.
His confirmation formalizes a role he assumed during a transitional period marked by heated debates over the reform of local tax collection. For several months, Amrani managed both the customs administration and the treasury simultaneously.
An economist by training, Amrani accumulated roughly three decades of experience across operational posts within the ADII before reaching its top position. He previously headed the administration’s northwest regional directorate in Tangier.
During his tenure at the customs authority, he launched a modernization drive aligned with the ADII’s 2028 strategic plan. That effort included a project initiated last year to integrate artificial intelligence into customs risk analysis and management processes.
Lekjaa commended Amrani for his service at the ADII and acknowledged his professional record ahead of his new assignment at the TGR.
The government council also approved nominations in other sectors during the same session. Abdelmajid Sahl was named director general of planning, resources, and contractualization at the Ministry of National Education, Preschool, and Sports.
Hafid Aynaou was designated director of resources, studies, and information systems at the Ministry Delegate for Relations with Parliament.
The installation ceremony at the ADII drew directors general and senior officials from the Ministry of Economy and Finance, along with customs administration leadership.
These appointments form part of a broader renewal of senior management across several strategically significant administrations. They come at a time when Morocco is accelerating economic reforms and confronting growing financing needs, with both the treasury and customs playing central roles in public revenue management and fiscal policy execution.
