Casablanca – Morocco’s Ministry of Energy Transition and Sustainable Development has signed a strategic partnership agreement with Morocco Energy Leaders, the Moroccan member committee of the World Energy Council, to expand cooperation on the country’s energy transition and increase Morocco’s international engagement in the sector.
The framework agreement was signed in Rabat on July 24 by Energy Transition and Sustainable Development Minister Leila Benali and Morocco Energy Leaders President Nabil Jedaira.
According to a statement from Morocco Energy Leaders, the partnership establishes a formal framework for cooperation on national energy priorities, sustainable development, and Morocco’s international presence in the energy sector.
The agreement aims to strengthen Morocco’s participation within the World Energy Council, reinforce the Moroccan national committee of the organization, and encourage dialogue between public institutions, private companies, universities, and industry stakeholders. It also seeks to support the Morocco Future Energy Leaders program and prepare Morocco’s contributions to major international events, including the World Energy Congress 2027 in Riyadh.
The initiative is part of Morocco’s National Energy Strategy and seeks to reinforce Morocco’s position as a regional energy player in Africa, the Mediterranean, and the MENA region.
Morocco Energy Leaders said the agreement follows several months of consultations with institutions across Morocco’s energy ecosystem.
During that period, representatives of the association met with the Ministry of Energy Transition and Sustainable Development, the Moroccan Agency for Sustainable Energy (MASEN), the National Office of Hydrocarbons and Mines (ONHYM), the Ministry of Industry and Trade, and the Policy Center for the New South.

The discussions focused on renewable energy, green hydrogen, industrial development, innovation, international cooperation, and preparations for upcoming World Energy Council activities.
The association also said its efforts received support from the World Energy Council, which welcomed initiatives to strengthen the Morocco committee in coordination with the ministry.
Founded in 1923, the World Energy Council is an independent global network accredited to the United Nations. It brings together more than 3,000 member organizations in over 100 countries, representing governments, companies, academic institutions, civil society organizations, and energy leaders.
The World Energy Council is led by Secretary General and CEO Angela Wilkinson, who has recently called for stronger international cooperation as countries navigate what she describes as the “hardest phase” of the global energy transition.
Through a series of essays titled Letters on World Energy and speeches delivered in Aberdeen, Nairobi and other international forums, Wilkinson has argued that future energy systems will depend not only on new infrastructure, but also on leadership, resilience, dialogue and collaboration.
In recent months, she has also focused on the growing role of artificial intelligence, digital systems and electrification, while urging governments and industry to balance energy security, affordability and sustainability as the world prepares for the next phase of the transition.
Morocco Energy Leaders is chaired by Nabil Jedaira, Executive Director at TAQA Transmission in Abu Dhabi and former member of ENGIE North Africa’s executive committee. The association’s leadership also includes Vice President Khalil Fancha and Secretary General Achraf Essalih.
