Rabat – Morocco’s draft Finance Bill (PLF) for 2027 will focus on strengthening economic growth, reducing regional inequalities, advancing social reforms, and maintaining stable public finances, according to a government policy note issued ahead of the budget process.
The guidance note, which the Head of Government sent to ministries, says the draft budget follows the strategic directions King Mohammed VI outlined in his Throne Day speech. It describes the 2027 budget as part of Morocco’s broader effort to continue financing major national projects while supporting long-term development.
The first priority is to build on recent economic gains and strengthen Morocco’s position among emerging economies. The government also plans to continue investing in territorial development by improving infrastructure and public services while reducing social and regional disparities through an integrated development approach.
The draft budget also emphasizes continuing major structural reforms, particularly those related to Morocco’s social state. These include efforts to strengthen social protection and improve public services while ensuring the sustainability of public finances.
According to the note, the 2027 budget reflects the King’s vision for a renewed economic, social, and environmental development model that balances ambition with available resources. The government says this approach is intended to support sustainable growth while preserving fiscal stability.
The policy note also highlights the political importance of Morocco’s legislative elections, scheduled for September 23. It describes the vote as a key moment to strengthen confidence between citizens and elected institutions and reinforce the credibility of the country’s democratic process.
The government says the elections will also mark a new stage in Morocco’s ongoing development agenda, as the country prepares to implement the priorities set out in the 2027 budget.

In his Throne Day speech, the King said Morocco has made steady progress in recent years thanks to political stability, strong institutions, and long-term strategic planning. He recalled the country’s economic performance, noting growth in key sectors such as automotive manufacturing, aerospace, renewable energy, tourism, and agriculture.
The monarch also pointed to advances in social protection and human development while stressing the need to reduce regional and social inequalities through integrated local development. He called for greater domestic financing to support investment, innovation, small and medium-sized enterprises, and major national projects.
King Mohammed VI said the government formed after the upcoming legislative elections should launch a new phase of development to build on existing achievements and continue structural reforms. He emphasized that Morocco’s long-term economic and social progress requires balancing ambitious development goals with sound public finances.
