Casablanca – Morocco is seeking a more balanced partnership with Spain to manage migration and protect unaccompanied minors, international affairs expert Mohamed Boudan said on Wednesday.
Speaking to MAP, Boudan said Morocco wants to work with its partners, particularly Spain, through an effective, balanced and fair partnership based on understanding and the sharing of the burdens created by migration flows.
He said Morocco’s approach to migration is based on several dimensions and guided by the principle of shared responsibility, while placing greater emphasis on preventive measures.
Boudan also warned about the risks facing unaccompanied minors, saying Morocco has repeatedly raised concerns about children being targeted through anonymous calls, misleading messages and false incentives encouraging them to migrate.
He pointed in particular to the use of technology to spread suspicious calls and rumors and to lure potential victims.
According to Boudan, Moroccan authorities maintain a continuous system of vigilance involving different stakeholders. He said the effort is not linked to a specific date or call, but is a daily operation that is adjusted and reinforced when necessary to protect minors.
His comments come as the issue of Moroccan children in Ceuta remains at the center of discussions between Rabat and Madrid. Spain said 1,527 minors were registered after the recent mass entry into the Spanish enclave. Spanish authorities have said Morocco’s proposal for their return will be examined on a case-by-case basis.
Boudan said Morocco must continue working closely with its partners, especially Spain, to ensure respect for international law and bilateral agreements while putting the best interests of children and minors first.
He stressed that a child cannot be separated from their family environment regardless of administrative or judicial justifications.
