Casablanca – The Authenticity and Modernity Party (PAM) presented on Wednesday its program for Morocco’s September 23, 2026 legislative elections, built around five policy pacts and 20 commitments covering purchasing power, youth, public services, strategic security, and economic growth.
The party said its proposals aim to address rising living costs, difficulties accessing essential public services, youth unemployment, and concerns over rent-seeking and conflicts of interest.
It also acknowledged progress during the current legislature, as part of the governing coalition led by RNI’s Aziz Akhannouch, including the expansion of mandatory health insurance, direct social assistance, housing aid, salary increases, and infrastructure investment.

The first pact focuses on purchasing power. PAM wants to bring prices of basic goods back to normal levels, make electricity bills of up to MAD 100 ($10.75) per month free, reduce income tax on salaries, set a minimum pension of MAD 3,000 ($322.56), and establish a minimum MAD 1,000 ($107.52) in direct social assistance.
The party also proposes restructuring the income tax system from six brackets, with a maximum rate of 37%, to three brackets capped at 20%.
Gross salaries below MAD 15,000 ($1,612.79) would face a 0% rate, salaries between MAD 15,000 and MAD 46,000 ($4,945.95) a 10% rate, and salaries above MAD 46,000 a 20% rate.
Its youth integration pact proposes a single pathway for each young person not in employment, education, or training, an alternative solution for every school dropout, a first employment contract for young people, and improved working conditions. It also proposes a public fund to improve young people’s access to rental housing.
Public services, jobs, and strategic security
Under its citizenship pact, PAM is targeting 100% health coverage, upgrades to 1,600 local health centers and 90 regional and provincial hospitals, as well as creation of at least one million net jobs during the mandate.
The program also calls for supporting 500,000 families in accessing decent housing, ensuring equal access to digital services, and accelerating the officialization of the Amazigh language.
The party sets a target of reducing unemployment from 10.8% in 2026 to 7% by 2031. Its employment plan includes 250,000 industrial jobs, support for 80,000 young farmers to establish themselves in rural areas, 40,000 jobs in sports, 270,000 positions in high-value and exportable services, and 360,000 jobs linked to the 2030 World Cup and related activities.
The strategic sovereignty pact covers energy, water, food, and scientific and technological security. PAM proposes increasing renewables to 52% of electricity consumption, building nearly 400 hydraulic structures and six seawater desalination plants, and training 5,000 AI trainers while integrating the discipline into education.

The program would cost MAD 350 billion ($37.63 billion) over five years from 2027 to 2031, or MAD 70 billion ($7.53 billion) annually.
PAM allocates MAD 150 billion ($16.13 billion) to purchasing power, MAD 50 billion ($5.38 billion) to youth integration, MAD 100 billion ($10.75 billion) to citizenship, and MAD 50 billion ($5.38 billion) to strategic sovereignty.
The financing framework also includes MAD 130 billion ($13.98 billion) for the Integrated Territorial Development Program over five years, as part of the additional financing mobilized for the four pacts.
As for the financing sources, PAM lists around MAD 300 billion ($32.26 billion) from additional economic growth, MAD 40 billion ($4.30 billion) from local authorities, and MAD 10 billion ($1.08 billion) through resource transfers and improved budget efficiency.
