Marrakech – TAMWILCOM celebrated the results of the Fonds Innov Invest (FII) at a ceremony held Thursday at its headquarters in Rabat, where the World Bank’s final evaluation awarded the program a “Highly Satisfactory” rating, the highest in the bank’s assessment system.
The FII is a public program dedicated to financing and supporting innovative entrepreneurship. TAMWILCOM operates it on behalf of the Ministry of Economy and Finance, with financial and technical backing from the World Bank. It has run since its launch in 2017.
The results presented at the ceremony point to steady growth over that period. The program has supported nearly 1,000 entrepreneurs and financed more than 500 startups, mobilizing over MAD 590 million ($59 million) in the form of grants, loans, and investments.
It also helped structure four seed and venture capital funds, which have invested more than MAD 500 million ($50 million) in around forty startups. More than 40 patents have been filed through these projects, a measure of the technological potential of the companies involved.
The financing runs across the full path of a startup, from pre-seed to growth. Under its current edition, Tech Start offers grants of up to MAD 400,000 ($40,000) to firms that have passed proof of concept and are building a prototype or minimum viable product.
Tech Boost provides interest-free honor loans of up to MAD 750,000 ($75,000) for startups ready to bring a product to market, with an emphasis on deeptech.
The “Highly Satisfactory” rating sits at the top of the World Bank’s evaluation scale. For TAMWILCOM, it confirms a model that has gradually structured Morocco’s ecosystem for financing and supporting startups.
The ceremony brought together Mohammed Tarik Bchir, Director of the Treasury and External Finance, and Ahmadou Moustapha Ndiaye, the World Bank’s Country Director for the Maghreb and Malta, along with the program’s main partners and a range of actors from Morocco’s startup ecosystem.
The rating amounts to “a strong recognition of the work accomplished collectively” under the FII, according to TAMWILCOM Director General Said Jabrani. He tied the result to a model that has “brought financing closer to the specific needs of startups” and helped structure their ecosystem in Morocco.
The recognition, in his words, commits the institution to continuing this momentum under its new strategic plan, JOSSOUR 2030, by strengthening its support for startups and its synergies with public initiatives for innovation and entrepreneurship.
That momentum now extends beyond the FII. TAMWILCOM is rolling out Venture Building and Venture Capital offerings, launched by the Ministry of Digital Transition and Administrative Reform under its “Digital Morocco 2030” strategy. The additions are meant to reinforce the financing and support chain and to help a new generation of Moroccan startups emerge and grow.
