Constitutional Union, Democratic Social Movement Form Joint Parliamentary Group

Marrakech – The Constitutional Union (UC) and the Democratic and Social Movement (MDS) will sit as a single bloc in the House of Representatives throughout the twelfth legislature. The two parties announced the decision Friday in a joint communiqué, one day after the Interior Ministry released provisional results from the September 23 legislative election.

The statement, signed by UC Secretary-General Mohamed Joudar and MDS Secretary-General Abdessamad Archane, formalized a unified parliamentary group for the full term. Both parties traced the move to extended consultations between their leaderships and their elected members.

In the vote, the UC won 17 seats, and the MDS took 8, giving the combined group 25. The two formations presented the merger of their parliamentary work as a route to stronger representation in the chamber.

The alliance extends a partnership from the previous mandate. During that period, the parties cited a “significant political and parliamentary presence” and pointed to what they called complementarity and complete harmony in their legislative work. The new agreement builds directly on that record.

Both leaders tied the decision to shared political ground. “Through this decision, the two parties reaffirm their shared will to develop a proven dynamic, while preserving the identity and independence of each formation in the service of parliamentary work and the national interest,” Joudar and Archane noted in the communiqué.

They added that the arrangement rests on strict respect for the identity, doctrine, and independence of each party.

The group also set several immediate goals. It intends to strengthen its effectiveness and presence within the legislative institution so it can exercise its constitutional prerogatives.

The two parties pledged to improve legislative, oversight, and advocacy performance, and to coordinate across the group’s components in defense of citizens’ concerns and the expectations of the coming phase.

The joint bloc forms within a reshaped parliament. The Authenticity and Modernity Party (PAM) led the election with 97 of the 395 seats, followed by the National Rally of Independents (RNI) with 66 and the Istiqlal Party (PI) with 65.

The Justice and Development Party (PJD) climbed to 54 seats, up from 13 in 2021, marking the Islamist party’s strong comeback in the 2026 cycle.

Turnout reached 38.08%, the lowest since 2007. Interior Minister Abdelouafi Laftit presented the provisional figures on the night of the count.
