King Mohammed VI has appointed the new members of Morocco’s government today, including ministers. Ryad Mezzour is among the appointees, having retained his position in the Moroccan cabinet.

Mezzour, from the Al Istiqlal Party, retained his position as Minister of Industry.

Mezzour, born in 1971 in Rabat, took over the Ministry of Industry after King Mohammed VI appointed him in 2021 as part of Aziz Akhannouch’s former government.

Mezzour is a graduate of the Swiss Federal Institute of Technology in Zurich in 1996, and began his professional career in Switzerland as a Research and Development engineer with the ABB Group. He also worked for the Deloitte firm as a strategy consultant.

In 2003, Mezzour started taking over Moroccan portfolios in positions like General Manager of Budget Maroc, Director at the Société des Fonderies de Plomb de Zellidja, and General Manager of Suzuki Maroc.

Mezzour had also been director of the cabinet of the president of the Economic, Social and Environmental Council since 2013, before joining the Ministry of Industry in 2019 as Chief of Cabinet of then-Minister Moulay Hafid Elalamy.

The Ministry of Industry is one of Morocco’s key departments, as the industrial sector generates significant economic activity and revenue for the country.

Morocco is now betting on the industrial sector to strengthen its economic sovereignty by becoming a manufacturer rather than simply a buyer.

In 2025, the Ministry of Industry presented the national industry barometer, outlining the results of the industrial survey of the previous year.

Industrial turnover reached MAD 898 billion in 2024, with investment increasing by 30%, according to Mezzour’s presentation.

The industrial value added reached MAD 240 billion, representing an increase of 11%, while industrial investment recorded a 30% increase to MAD 90 billion.

Mezzour has been reiterating Morocco’s commitment to continuing to work on implementing the Royal Vision for strengthening Morocco’s industrial sector.

At the opening of Morocco’s Marrakech Airshow earlier this month, Mezzour said Morocco had built up industrial and technological capabilities over the past two decades. He said the development enables Morocco to produce some of the most complex systems in the aerospace and defense sector.

Mezzour’s appointment comes after King Mohammed VI announced Fatima Ezzahra El Mansouri as Morocco’s first female head of government on September 29.

The appointment followed the Authenticity and Modernity (PAM) win in the legislative elections of September 23.

PAM won 97 seats at the House of Representatives.

The National Rally of Independents (RNI) won 66, and the Istiqlal Party (PI) won 65.

RNI is now in opposition alongside the Justice and Development Party (PJD), which secured 54 seats, ahead of the Popular Movement (MP) with 29 and the Socialist Union of Popular Forces (USFP) with 26.

The Party of Progress and Socialism (PPS) won 19 seats and the Constitutional Union (UC) 17. The Democratic and Social Movement (MDS) and the Left Alliance each took 8. The Front of Democratic Forces (FFD) and the Equity Party (PE) each secured 2, while the Neo-Democrats Party (PND) and the Party of Unity and Democracy (PUD) each took 1.

Following rounds of consultations with political parties, PAM’s El Mansouri reached an agreement on October 12 to form a government majority comprising four political parties, including the Istiqlal Party, the Socialist Union of Popular Forces (USFP), and the Party of Progress and Socialism (PPS).
