Rabat – Morocco’s health sector is entering a decisive phase in its digital transformation, as the country shifts from scattered initiatives to a structured, nationwide strategy.

This momentum was on full display at the International E-Health Forum 2025, held in Casablanca from 25 to 27 November, where public officials, researchers, clinicians, and technology leaders gathered to map out a future in which artificial intelligence, unified medical data, and digital governance take center stage.

Speakers emphasized that the rapid digitalization of the health system presents both opportunities and vulnerabilities.

Medical devices are becoming interconnected as hospitals adopt electronic records, multiplying care pathways while the risk of cyberattacks rises sharply.

This duality — performance versus exposure — is reshaping how institutions define responsibility, governance, and sovereignty.

Formal opening remarks by Pr Youns Bjijou, director delegate of the Mohammed VI Foundation for Science and Health, set the event’s tone, underscoring that the digitization of care must remain anchored in human dignity.

Technology, he argued, only has medical value if it strengthens the relationship between caregiver and patient. Building trust around data security is therefore the starting point for any sustainable reform.

Innovation, data governance, and stronger cybersecurity

Throughout the forum, the need for a coherent national architecture emerged as a recurring theme. Pr Mohamed Adnaoui, President of the Mohammed VI University of Health Sciences, highlighted the convergence of public policies — from digital transition to higher education and health — aimed at creating a unified digital patient journey.

Projects such as electronic prescriptions and the unified medical file are designed to eliminate fragmentation and guarantee continuity between doctors, pharmacists, and insurers.

Pr Anass Doukkali, head of the national e-health innovation center, echoed this operational push as he pointed to the rising presence of startups and African tech companies developing AI-driven solutions.

Interoperability, cybersecurity, data quality, and the use of artificial intelligence are becoming the four pillars structuring Morocco’s future health ecosystem, he noted. A forthcoming white paper and a national AI framework are expected to guide this evolution.

Cybersecurity occupied a central place in the discussions. National Social Security Fund (CNSS) director Hassan Boubrik reminded participants that the institution processes massive volumes of personal data and has already faced cyberattacks.

He insisted on embedding security at the design stage of all applications and cultivating a strong culture of vigilance.

Representing the General Directorate of Information Systems Security (DGSSI), General Abdellah Boutrig reiterated that health is a critical sector under the 2020 decree. The sector requires continuous monitoring, mandatory incident reporting, and resilience systems capable of ensuring service continuity during an attack, he detailed.

Building national capacity and securing the future

Technology sovereignty also featured as a strategic concern. Aba Technology president Mohamed Benouda highlighted the importance of mastering hardware manufacturing to secure national supply chains, citing the Moroccan-designed infrared thermometer produced during the pandemic.

Many of the company’s locally built technologies are now exported, demonstrating the potential of domestic innovation.

During her intervention, Minister Amal El Fallah Seghrouchni announced the upcoming creation of a General Directorate for Artificial Intelligence to steer public policy and ensure that digital health advances in a secure, ethical, and sovereign framework.

She stressed that the protection of national data cannot be outsourced, and that Morocco’s digital transition requires strong infrastructure, national talent, and collective commitment.
