US Congressman Trent Kelly Backs Morocco Autonomy Plan for Western Sahara

Casablanca — US Congressman Trent Kelly reaffirmed Monday in Rabat his support for Morocco’s Autonomy Plan for the Western Sahara, saying he “strongly” backs the proposal as a path toward a final settlement of the regional dispute.

Kelly, a member of the US House of Representatives from Mississippi, made the remarks after a meeting between Foreign Minister Nasser Bourita and a delegation of American congressmen visiting Morocco.

He said he supports the Moroccan Autonomy Plan, which he linked to UN Security Council (UNSC) Resolution 2797. The resolution, adopted in October 2025, called for negotiations based on Morocco’s Autonomy Plan and said genuine autonomy under Moroccan sovereignty could be among the most feasible outcomes.

Kelly also commended Morocco-US ties, recalling that Morocco was the first country to support American independence. He pointed to 250 years of partnership and friendship between the two countries.

His comments come during a year in which several countries and blocs have restated or updated their positions on the Sahara regional dispute.

In January, Sweden expressed support for Morocco’s Autonomy Plan, also citing UNSC Resolution 2797 as a credible basis for negotiations toward a mutually accepted political solution. The same month, the European Union updated its position at the EU-Morocco Association Council, welcoming the UN resolution and referring to Morocco’s Autonomy Plan as the basis for talks.

In April, Canada said it recognizes Morocco’s Autonomy Plan as a serious and credible basis for a mutually acceptable solution. The announcement followed a phone call between Canadian Foreign Affairs Minister Anita Anand and Bourita.

The United Kingdom also reaffirmed its backing in April, describing the Moroccan plan as the most credible, viable and pragmatic basis for peace in the Sahara. Switzerland, in the same month, welcomed Resolution 2797 and said genuine autonomy under Moroccan sovereignty could be one of the most feasible solutions.

France also reiterated this month its support for renewed direct talks based on autonomy under Moroccan sovereignty and in line with Resolution 2797.
