Rabat – The Moroccan Ministry of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad announced on Monday the appointment of 23 new Consuls General in various countries, accounting for 38% of the total consular positions.
The selection process took into consideration the significant presence of the Moroccan community in certain regions around the world. For this reason, the country’s Consulate General offices in Tripoli and Benghazi in Libya will be reopened, indicated the ministry in a statement.
In addition, the Consulate General of Morocco in Miami will become operational to alleviate the pressure on the country’s consular services in New York and Washington D.C.
The statement indicated that 39% of the newly appointed Consuls General are women, with several assuming important consular roles in the United States of America, Canada, and Italy. This has raised the overall percentage of female Consuls General from 28% in 2022 to 37% in 2023.
Meanwhile, 22% of the new positions have been allocated to Consuls General who have successfully completed their previous missions, enabling them to take on more “strategic or larger” consular positions, said the ministry.
In an effort to recognize the expertise of former consular officials, 26% of the newly appointed Consuls General have prior experience in key roles at the Central Service or within other diplomatic missions and consular posts.
The ministry also expressed its keenness to balance young talent and “confirmed experience”, with 52% of the concerned Consuls General having been appointed for the first time.

Among all the new appointments, 78% have previously served in a consular post, while 22% come from other diplomatic areas.
In addition, two directors and one former director from the Central Administration have been appointed as Consuls General.
Among the new appointments, Idriss Soussi has been appointed as the Consul General of Morocco in Spain, stationed in Algeciras. Meanwhile, Abdelilah Ennajari and Kamal Arifi were also appointed in Spain, and will be based in Almeria and Madrid respectively.
In addition, Said Al Idrissi Al Bouzidi and Aicha Ibn Al Alami will be stationed in the Spanish cities of Valencia and Gerona respectively.
In Germany, Bouthaina Bouabid and Khalifa Ait Echaib will assume the roles of Consul Generals in Dusseldorf and Frankfurt, respectively.
The ministry announced three new Consuls General in Italy, with Khadija Neddour’s consular post located in Bologna. Meanwhile, Wafae Ezzahi and Samira Bellali will be based in Verona and Palermo.
In Belgium, Mounir Aqtitou and Hassan Touri will serve as the Consuls General of Anvers and Brussels.
Four new Consuls General have been appointed in France, with Omar Amghar and Fatima Berroudi based in Strasbourg and Lyon, respectively. Meanwhile, Mohammed El Hamoula was appointed in Marseille and Abdelali Belmlih in Dijon.
In addition, Lalla Bouthaina El Karkouda El Kellali will serve as a Consul General in the Netherlands, with her consular post located in Utrecht.
Ibrahim Bah will assume the role of Consul General in Algeria, based in Oran.
Meanwhile, Said Benkirane and Bouzekri Rihani will be based in Libya’s Benghazi and Tripoli, respectively.
In Canada, Soraya Jabri has been appointed the Consul General in Montreal.
Abdelilah Oudadas was appointed in Jeddah, Saudi Arabia, while Chafika El Habti will assume the role of Consul General in Miami, the US, concluded the statement.
