Moroccan Union Urges Mansouri’s Government to Prioritize Digital Reform

As Fatima Ezzahra El Mansouri prepares to form Morocco’s new government, the National Union for Administrative Reform has called for faster digitalization, stronger public services, and greater investment in the civil service.

Casablanca – Morocco’s National Union for Administrative Reform, affiliated with the Moroccan Workers’ Union (UMT), has called on incoming Head of Government Fatima Ezzahra El Mansouri to make digital transformation and administrative reform priorities for her new government.

The union urged the incoming administration to accelerate the modernization of public services, expand investment in artificial intelligence, and strengthen the skills and working conditions of public employees.

Morocco’s first woman to serve as head of government, El Mansouri was appointed by King Mohammed VI on September 29 and tasked with forming a new government after her Authenticity and Modernity Party (PAM) won the largest number of seats in the September 23 legislative elections.

As coalition talks continue, the union’s statement sets out a series of demands for the incoming government, placing public administration and digital transformation among the areas it wants addressed early in the new government’s term.

In a statement marking the 2026-2027 social season, the union said digital transformation and administrative reform could no longer be treated as purely technical or management projects. It described them as strategic choices linked to Morocco’s economic future, the quality of public services, and citizens’ relationship with the state.

The union also called for maintaining the institutional unity of the digital transition and administrative reform sector, warning against any attempt to dismantle it for what it described as “narrow political” reasons.

It said technology should be used to improve services and strengthen fairness, transparency, and efficiency rather than reproduce existing weaknesses within the administration.

The demands come as Morocco continues to expand its digital government agenda, including efforts to simplify access to public services and increase the use of artificial intelligence and other digital tools across the administration.

The union welcomed the outgoing government’s sectoral social dialogue and highlighted the April 30, 2026 social agreement, saying it had helped address several professional and social issues affecting public employees.

However, it said several commitments remain unfinished, particularly measures aimed at motivating and retaining skilled workers. It called on the incoming government to turn the remaining commitments under the agreement into concrete legal and professional gains.

The union also called for promotions and incentives to be based on merit, performance, experience, and specialization, while urging greater transparency and fairness in human-resource management.

On governance, the union called for stronger action against corruption, favoritism, and mismanagement. It said accountability and transparency were necessary to protect public funds and strengthen trust in institutions.

The union ultimately linked the modernization of Morocco’s administration to the treatment of its employees, arguing that protecting public services and defending workers’ rights should remain complementary goals for Mansouri’s incoming government.
