Rabat – On the morning of last Friday, four education unions held banners in front of El Jadida province, protesting against shoddy social services granted by those in charge of El Jadida Mohamed VI Foundation. The education minister’s presence that morning coincided with several works and projects recently initiated by the Administrative Council of the Education and Training Academy.

The four unions, representing teachers working in El Jadida and its outskirts, seized the opportunity to draw the minister’s attention to the deplorable quality of social services, owing to budgetary and administrative mismanagement and corruption.

The unions called on the education minister, Mohamed El Ouafa, to immediately appoint an impartial committee that would set out to scrutinize the institution in question. The participating union members also pointed out through banners that they harshly condemned the so-called ‘scrutiny’ executed by the El Jadida delegation and voiced their desire for closer and more neutral scrutiny of the education and social-service foundation on the part of the Supreme Council of Investigations.

In an interview with Al Massae, M’barek Boumelha, secretary of the association, responded by admitting that the foundation has gone through total paralysis, describing the problems it suffers from as a bitter reality. To defend himself against the allegations that have been directed towards him, Boumelha added that he had already turned down all the proposed, partial solutions that would not resolve the association’s paralysis.

Being on the defensive, the secretary rather put the blame on the increasing number of debtors and beneficiary teachers, who have broken their promises to pay back their debts at the appointed times. This, Boumelha confirms, is almost true of nearly all the education, social service associations of the Education Ministry in several major cities.

In response to the respective unions, Boumelha reconfirmed that the association has never hesitated to have its apparatuses scrutinized. “Worse, the association doesn’t even receive any funding grants,” he added.

The office of the associaton, Boumelha adds, has at its disposal a number of reports that tackle the current situations, and that the association is ready at any time to lay them on the table for the scrutiny committee. With respect to the elections, the secretary said that in accordance with the launched official circulars and laws, the elections are biannually operationalized and the ball is in the unions’ court as it has been them who have opposed and tried to revoke this system.
