Rabat – The Ministry of National Education, Preschool Education, and Sports has issued a new decision, setting out the list of prohibited substances and methods in sport for 2026. 

The January 1 decision applies to all sports disciplines, during competitions and outside them. 

The decision draws on Law No. 97.12 on combating doping in sport. It aims to protect athletes’ health, ensure fair competition, and preserve the integrity of sporting events by clearly defining what constitutes a doping violation.

Any pharmaceutical product not approved for human therapeutic use by the competent health authorities remains permanently prohibited.

This includes substances still under development, discontinued products, experimental compounds, and medicines reserved for veterinary use.

Main categories of prohibited substances

The updated list confirms the ban on several major categories of substances in and out of competition. 

These include anabolic agents such as anabolic androgenic steroids, peptide hormones, growth factors, and substances that affect blood production, including erythropoietin and related agents. 

Various growth factors and regulators that influence muscle function, protein metabolism, vascularization, or energy use also fall under the ban.

Strict conditions for certain medications

All beta-2 agonists remain prohibited, with limited exceptions for specific inhaled substances used within strictly defined dosage limits. 

Any excess detected in an athlete’s sample constitutes an abnormal result unless therapeutic use is proven through an approved medical assessment. 

Diuretics and masking agents also remain banned, as do practices linked to blood manipulation or artificial enhancement of oxygen transport.

Stimulants, narcotics, and cannabinoids

The decision places certain stimulants under monitoring for 2026 rather than prohibition, while maintaining bans on others once defined thresholds are exceeded. 

It also upholds the prohibition of narcotics during competition and bans natural and synthetic cannabinoids, with the exception of cannabidiol.

Sport-specific restrictions

Beta-blockers remain banned during competition in several sports, with broader restrictions outside competition for disciplines such as motorsports, shooting, golf, and underwater sports.

Through this updated list, the authorities reaffirm Morocco’s anti-doping policy for 2026 and clarify the rules that govern athletes, teams, and sports federations.
