Rabat – Morocco has introduced new measures to simplify administrative procedures for Moroccans living abroad (MREs). The measures include the introduction of a digital platform to schedule appointments in coordination with Morocco’s Digital Development Agency.
The digital platform will enable the Moroccan diaspora to benefit from legal and judicial services via video meetings from their host country or during their stay in Morocco.
The Delegate Minister Delegate for Moroccans Residing Abroad, Nezha El Ouafi, announced the initiative during a meeting with the technical committee dedicated to Moroccans Residing Abroad and Immigration Affairs on Wednesday in Rabat.
El Ouafi said that a central committee grouping representatives from the judiciary administration will be at the disposal of Moroccans abroad to remotely respond to their questions and inquiries.
The new measures aim to socially support the Moroccan diaspora, mobilize Moroccan competencies abroad, and accompany Moroccan investors living abroad, the minister said.
For the Moroccan minister, the protection of MREs’ rights and their inclusion in the development of Morocco are the two main goals of the measures. The measures will include launching of systems for digitizing consular services, reviewing of the biometric passport renewal process, and improving reception conditions at the level of consulates.
Wednesday’s meeting focused in particular on the means to effectively implement a mandatory social protection scheme for MREs and create a pension scheme for professionals, independent workers, and non-wage-earners who are engaged in a private activity.

In March 2021, the Moroccan government launched a program to include Moroccan experts residing abroad in the development of the country’s renewable energy sectors.
In order to strengthen their contribution to Morocco’s development projects in the green economy, the program will enable the mobilization of 10,000 skilled experts and 500,000 investors by 2030.
In February 2020, Morocco launched an online legal complaints service for Moroccans residing abroad.
Morocco also offers MREs the chance to remotely monitor their real-estate assets through a platform called “Mohafadati” and accessible on the website of the National Agency for the Land Conservation of Cadastre (property registration) and Cartography (ANCFCC).
