Rabat – Morocco’s business confederation (CGEM) and the European program for supporting green business ventures (PACC) launch today a free-of-charge platform providing a wide range of services for Moroccan startups, Small and Medium-Size Businesses (SMEs).
The online platform, “Intaleq” offers entrepreneurs consulting services, crucial information on Morocco’s business legal landscape, and business-related courses.
In addition to consulting services, the website offers access to over 100 sources of funding.

Catering to youth-led business initiatives, the platform targets business owners under the legal framework of self-employed individuals/freelancers, numbering over 262,000. Morocco established the legal framework in 2020, and as of January 2022, 50% of Moroccans registered as freelancers are under 34 years old.
PACC announced it is allocating €3 million in funds over the coming three years to support the “Intaleq” platform.
Signed in November 2016, the PACC program is a bilateral agreement between the Moroccan government and the European Union.
The PACC aims to boost Moroccan business competitiveness, by catering to Moroccan economic reforms, including Morocco’s 2014-2020 Accelerating Industrialism Plan (PAI).
Morocco’s industry sector reached 101% of the PAI objective in 2020, bolstering the industrial sector and creating over 500,000 jobs across 15 sectors.
PACC similarly assisted the country’s startup funding program “Imtiaz & Istitmar.” Allocating MAD 8.3 million ($882,773) in funds, the programs supported 261 SMEs operating in the industrial sector and 82 very small businesses. Businesses benefiting from the program generated total net revenues of MAD 1.2 billion ($127.6 million) between 2016 and 2019.
In line with Morocco’s strategy to facilitate access to foreign markets for Moroccan businesses, the PACC program assisted the establishment of the “one administrative portal,” an administrative reform to eradicate overcomplicated paperwork.
