Rabat – A judge in the Spanish enclave of Ceuta ordered the arrest of former Minister of Health at the Ceuta Government Javier Guerrero for his alleged involvement in sexual abuse crimes against Moroccan minors.

Spanish news agency EFE said that security services arrested Guerrero last week on Wednesday in an ongoing investigation into his involvement in sexually abusing Moroccan minors.

Guerrero, who is also the leader of the Ceuta Avanza Party,  is accused of sexually abusing unaccompanied Moroccan minors who entered Ceuta illegally. The minors live at the temporary housing center La Esperanza center.

Guerrero was appointed Minister of Health in Ceuta following the 2019 election.

He was also appointed the city’s third vice president in the same year.

However, Guerrero submitted his resignation after “skipped the vaccination protocols against COVID-19,” Spanish news outlet El Pais reported.

Several reports have highlighted the challenges facing  Moroccan minors, particularly those who illegally enter the Spanish enclaves of Ceuta and Melilla.

In 2021, a viral video showed several Spanish security officers beating Moroccan minors.

The Spanish officers were wearing uniforms of Spain’s Civil Guard and using their batons to hit the Moroccan minors, believed to be irregular migrants.

The video showed the young Moroccans begging the Spanish officers to stop hitting them. However, the beating did not stop until all the minors fell to the ground, as they were left without the energy to resist.
