Rabat – Morocco’s King Mohammed VI appointed Mohamed El Guerrouj as general director of the National Agency for Regulating Cannabis Related Activities (ANRAC). 

The appointment was announced during the Council of Ministers meeting held in Rabat on Thursday.  

Prior to the new appointment, El Guerrouj has been serving as an interim director for ANRAC since September 2022. 

Throughout his career, El Guerrouj has served in multiple high-ranking positions in Morocco. In 2017, he was appointed as the governor of the province of El Jadida.

As a former Director-General of the Agency for Agricultural Development, he possesses expertise in plant production and agricultural development. 

El Guerrouj began his career in 1991 at SOGETA, where he served as the Deputy Director for the Technical Department. 

In 1994, he joined the Ministry of Agriculture, where he held various positions, including serving as the Head of the Cereals Department at the Central Directorate of Plant Production in 1995, Provincial Director of Agriculture in 2005, and Head of the International Cooperation Division in 2007.

In 2007, El Guerrouj became the Chief of the Cabinet of the Minister of General and Economic Affairs. He was subsequently appointed as the Director of Project Management at the Agency for Agricultural Development in 2009. 

In April 2013, he assumed the role of Director-General of the Agency for Agricultural Development.

El Gerrouj is a graduate of the Hassan II Institute of Agronomy and Veterinary Medicine (IAV) in Rabat and the National Institute of Agronomy in Paris-Grignon, France. 

ANRAC started operations in June of 2022, with the founding purpose of overseeing the legal cultivation of cannabis for medical and commercial use.

The agency is tasked with issuing licenses to operators in the industry to cultivate, market, and sell cannabis. It will also oversee the supply chain of cannabis from acquiring seeds to its marketing and export.
