Strategic Plan 2024-2028 : DGI Charts its Course for the Next Four Years

Rabat – Following the successful completion of its 2017-2021 Strategic Plan, which saw the modernization of numerous processes and improved taxpayer-administration relations, the General Directorate of Taxes (DGI) has unveiled its comprehensive 2024-2028 Strategic Plan.

Under the stewardship of its Director General Younes Idrissi Kaitouni, the DGI envisions this plan to be a catalyst for achieving its primary mission — the mobilization of fiscal revenues to fund public policies and fortify the nation’s resilience against dynamic internal and external challenges.

“As we chart our course through this new plan, our focus remains on our fundamental role of mobilizing fiscal revenues to support public policies and fortify our country in the face of evolving internal and external dynamics,” said Director General Younes Idrissi Kaitouni.

At the core of the DGI’s vision for 2028 is the aspiration to transform into a benchmark tax administration. This involves becoming more open, proactive, and aligning with the highest global standards.

The journey towards this goal is underpinned by a commitment to leverage competent and engaged human capital, cutting-edge technology, and a transparent, modern, and efficient management system.

The broader objective is not only to enhance the taxpayer experience but also to foster voluntary compliance and ensure tax equity.

To translate this vision into tangible outcomes, the DGI has identified six strategic priorities. These encompass maximizing fiscal potential, cultivating trust, promoting fiscal responsibility, fortifying legal security, enhancing international fiscal standing, and investing in human capital and systemic governance.

The emphasis on digital intelligence, technological infrastructure, and analytical capabilities is evident in these priorities, reflecting the DGI’s commitment to staying at the forefront of modern tax administration.

These strategic priorities are further articulated through specific program portfolios.

From bolstering declarative compliance to diversifying tax collection tools and implementing predictive fiscal control, each initiative contributes to the overarching goal of promoting the integrity of the tax system.

Director Younes Idrissi Kaitouni emphasized that alongside these priorities and programs, a key focus remains on consolidating a fair tax management system.

This system, characterized by compliance, quality service delivery, and transparency, is fundamental to the DGI’s commitment to creating an equitable fiscal landscape.
