Rabat – At the 11th Almond Festival in Tafraout, a town nestled in the center of Souss-Massa region, the National Agency for the Development of Oasis Zones and the Argan Tree (ANDZOA) was the center of attention.
Prime Minister Aziz Akhannouch’s visit transcended mere celebration, becoming a platform to showcase not only the town’s cultural heritage but also ANDZOA’s pivotal role in driving sustainable development through the lens of the region’s most cherished treasure – the argan tree.
Beyond the blossoms: ANDZOA champions the Argan’s legacy
Held on February 23-24, the annual Almond Festival celebrates Tafraout’s vibrant culture and its iconic product: argan oil.

This golden elixir extracted from the kernels of the argan tree’s fruit holds immense economic value, gracing culinary creations, featuring in coveted cosmetics, and finding its way into various products.
However, the significance of the argan tree extends far beyond the economic sphere. It plays a crucial role in safeguarding the environment, acting as a natural barrier against desertification.

ANDZOA has been at the forefront of efforts to protect this precious resource and to promote sustainable development in the region.
Established in 2010 under the Ministry of Agriculture and Maritime Fishing, the agency serves as a crucial government body dedicated to fostering sustainable development across Morocco’s oasis and arganeraie regions.
ANDZOA’s mission extends far beyond mere slogans. Its core strength lies in collaborating with various stakeholders – government authorities, elected bodies, and relevant organizations – to bring life to sustainable development initiatives.

These initiatives encompass diverse aspects, encompassing economic, social, cultural, environmental, and human dimensions.
Through technical, socio-economic, and environmental studies, ANDZOA lays the groundwork for formulating programs that address critical areas like education, culture, professional training, health, housing, tourism, and artisanal activities.

The agency’s commitment extends to actively engaging in local development projects, aiming not only to improve living conditions for the region’s inhabitants but also to stimulate economic activities.
Leading by example
Prime Minister Akhannouch, who chairs the agency or delegates the responsibility to a designated government authority, plays a pivotal role in overseeing activities aimed at preserving, protecting, and developing oases, with a specific focus on socio-economic projects.

A testament to ANDZOA’s commitment and impact is its impressive portfolio in the province of Tiznit, a region within Souss-Massa. Between 2012 and 2023, the agency funded a staggering 171 development projects, amounting to a total value of MAD 402 million ($42 million).
Notably, ANDZOA contributed 47% of the funding, equivalent to 181 million dirhams (US$19 million), demonstrating its substantial commitment to the region’s progress.
The diverse range of initiatives supported by ANDZOA encompasses projects related to critical areas.

These include improvements to essential infrastructure, such as expanding access to clean drinking water, sanitation facilities, and a smoother transportation network through road rehabilitation and construction.
Recognizing the importance of human capital development, ANDZOA has invested in projects that equip primary schools, provide school buses, and contribute to student housing construction.

Additionally, the agency has contributed to the development of healthcare infrastructure. Furthermore, ANDZOA acknowledges the potential of agriculture and tourism for boosting the local economy and has supported initiatives in these sectors, including the planting of argan trees on over 1,827 hectares.
Empowering women, preserving tradition
Beyond infrastructure and economic development, ANDZOA recognizes the significance of fostering social change and environmental sustainability. A key example of this is the agency’s collaboration with women’s cooperatives involved in argan oil production.

This form of collective work organization seemed appropriate to achieve three interlocking objectives: to produce and sell argan oil within a cooperative framework that generates income that contributes to female emancipation while creating incentives conducive to better conservation of the argan forest.
In addition to a strong link to the land and an emphasis on the development of a certain number of women’s skills, these cooperatives are the bearers of an emancipatory project.

Primarily driven by women, these cooperatives provide a unique model for income generation, promoting women’s empowerment while simultaneously contributing to the preservation of the argan tree and its surrounding ecosystem.
