Israel’s Morocco Representative to Return to Office Despite Involvement in Sexual Misconduct

Despite confirming his involvement in sexual misconduct, Israel’s Foreign Affairs Ministry has allowed its representative to Morocco, David Govrin, to return to his posting in Rabat from which he was removed after news emerged of his involvement in a sexual harassment case.

Israel’s Morocco Representative to Return to Office Despite Involvement in Sexual Misconduct

Rabat – Despite confirming his involvement in sexual misconduct, Israel’s Foreign Affairs Ministry has allowed its representative to Morocco, David Govrin, to return to his posting in Rabat from which he was removed after news emerged of his involvement in a sexual harassment case.

Israeli Public Broadcasting Corporation Kan reported this week that the Inspectorate of the Israeli Ministry of Foreign Affairs had visited the Israeli liaison office and “sharply” criticized Govrin’s misconduct.

An inspection report raised suspicions about Govrin’s involvement in sexual harassment and a host of other inappropriate behaviors .

Despite the confirmation, the Ministry of Foreign Affairs allowed Govrin to return to the Liaison Office in Rabat as the Israeli representation in Rabat has not been “functioning properly” since his sacking. 

The ministry allowed his return due to “the prolonged process regarding his case,” reported the Israeli news outlet, adding however that the Director General at the ministry may have already decided on a series of disciplinary actions against Govrin.

The disciplinary measures include a hearing involving Govrin, who will be under close monitoring by the Foreign Ministry, the KAN report said, stressing: “A work plan of periodic visits with monitoring reports from the ministry’s headquarters was established.” .

The Inspector General at the directorate maintains that Govrin’s employment should be terminated –  a recommendation that the foreign ministry has yet to accept, despite the controversy.

Last year, a report from the Jerusalem Post indicated that Govrin was being investigated for his involvement in sexual misconduct allegations.

The case dates back to 2022, when reports said that Govrin had been involved in sexually exploiting several local women.

Following the launch of the investigation, Israel appointed a new interim envoy to Morocco. Yet Govrin resumed his duties in Rabat last year.

Israel appointed  Gorvin as the head of the liaison office in Rabat in January 2021, a month after re-establishing diplomatic relations with Morocco. 

Many in the Israeli media refer to Govrin as “Israel’s ambassador” to Morocco, despite the absence of an Israeli embassy in Rabat or of any confirmation from Morocco that it is willing to further expand diplomatic ties.
