The dramatic development of Artificial Intelligence (AI) profoundly is having a profound impact on all aspects of modern society, prompting governments to contemplate taking decisive steps to frame, regulate, and promote its growth and use in a way that is safe, reliable, and conducive to prosperity and social inclusion. A crucial, necessary starting point in this endeavor to guide the evolution of AI is the establishment of appropriate regulatory and legislative frameworks. These frameworks must ensure the safety of users, protect data confidentiality and privacy, as well as ensure transparency and integrity in the decisions made by algorithms. In other words, clear ethical standards are essential to prevent biases and promote responsible use of this double-edged technology.
Morocco must rethink its legal landscape for the AI revolution
Morocco has an interesting regulatory framework regarding the protection of digital rights, including examples such as Law 09-08 on the protection of personal data, Law 53-05 on the exchange of legal data, Law 05-20 on cybersecurity, and Law 43-20 on trust services for digital transactions.
More crucially perhaps, the Moroccan Constitution of 2011 guarantees the freedoms and fundamental rights and the observance of international treaties and conventions, etc. However, it is becoming increasingly necessary to update some of these existing laws. As many articles in the current legislation are outdated, Morocco urgently needs to fill the gaps in artificial intelligence by accelerating the production of new laws.
Such an endeavor should be part of a concerted, integrated, and shared strategic vision across all components of government to make the best of all the opportunities that come with this transformative technology while mitigating its risks.
Needless to say, the successful implementation of this cross-cutting issue, which affects all socio-economic sectors and many others, will require good governance
With that in mind, I advocate for the creation of a national agency dedicated to artificial intelligence, tasked with executing and overseeing the establishment of a coherent and genuine public policy in this field. The main goal of such an agency would be to coordinate national efforts to promote innovation and adoption of AI, while ensuring compliance with ethical and legal standards.
In addition, it would facilitate collaboration between the public and private sectors, promote research and development, and support the training of talents necessary for the digital economy of tomorrow. Above all, it would play a crucial role in public awareness and in creating international partnerships to strengthen Morocco’s position as a key player in the global AI landscape.
Morocco can be a major global player and regional leader
Morocco could become a regional hub for AI, thereby stimulating the digital economy not only nationally but also across the African continent. This would significantly accelerate the country’s inclusive, sustainable growth. More fundamentally, it would be in line with Morocco’s newfound continental ambitions. Another key step in this effort to make Morocco a major regional player in the AI race is to create an ecosystem that encourages investment in research and development. This can be achieved through public-private partnerships, tax incentives to stimulate innovation and competitiveness, and exploring the potential for international cooperation. It also includes encouraging the creation of AI-focused startups and supporting their growth to stimulate the entrepreneurial ecosystem and create high-value-added jobs.
Crucially, implementing educational programs that develop the skills necessary for the AI era will require an urgent rethinking of university curricula. This would include the promotion of training in artificial intelligence, data science, AI ethics, and cybersecurity, as well as retraining programs for workers whose jobs are likely to evolve or disappear altogether.
Put another way, maximizing the social and economic benefits of AI requires making this technology accessible to all. This vision of AI-powered social inclusion and prosperity entails reducing digital disparities, upgrading digital infrastructures, and continually ensuring that targeted AI solutions are inclusive and meet the needs of people with disabilities and other marginalized demographics.
In conclusion, Morocco’s ambition to use AI as a lever for economic and social development must be built on solid foundations of governance, innovation, and inclusion. By embracing these principles, the country can realize its goal of shaping a prosperous technological future for all its citizens, while playing a leading role in Africa’s digital transformation.
