Rabat – Forsa, the state initiative promoting youth entrepreneurship in Morocco, has incubated 21,158 projects in 2024, Minister of Tourism Fatim-Zahra Ammor reported yesterday.
The Moroccan program has reached a coverage rate of 74%, marking what Ammor described as an “exceptional” outcome.
Certain regions have outperformed, with Guelmim-Oued Noun, Dakhla-Oued Ed-Dahab, Laayoune-Sakia El Hamra, and the Oriental region recording coverage rates exceeding 85%.
The program has led to the creation of 36,920 jobs, with women holding 44% of those positions, down from 45% last year.
Launched in April 2022, the program initially intended to finance and train 10,000 young entrepreneurs throughout Morocco. Supported by the state, it is available to Moroccans aged 18 to 35 living both in the country and abroad.

As part of the loan repayment process, project holders enjoy a two-year grace period, with nearly 1,200 already starting their repayments as scheduled.
The minister pointed out that the program prioritizes the success of entrepreneurs over immediate loan recovery. Its follow-up process focuses on two main areas: project completion and the progress of entrepreneurial activities.
This framework allows for the evaluation of how the fund is used, project advancement, and the initiation of business operations. Specific indicators assess the program’s impact and the performance of funded projects.
In 2023, participation from rural areas and small towns increased by 69%. Although the number of funded projects was limited due to budget constraints, the program successfully trained 54,000 participants over two years.
