Doha – The United States Senate unanimously confirmed Senator Marco Rubio as Secretary of State on Monday, ushering in a new era as the first Hispanic American to serve as the nation’s top diplomat.
The Florida Republican, known for his staunch support of Morocco’s territorial integrity and vocal opposition to Algeria’s military ties with Russia, received a decisive 99-0 vote.
Backed by the Senate, he became the first member of President Donald Trump’s new cabinet to be confirmed just hours after the president’s inauguration for his second term.
At 53, the former senator from Florida brings extensive foreign policy experience as a long-term member of the Senate foreign relations and intelligence committees.
“Marco Rubio is a very intelligent man with a remarkable understanding of American foreign policy,” praised Senator Chuck Grassley of Iowa, the senior-most Republican, as the chamber opened for the confirmation vote.
The newly confirmed Secretary of State expressed his readiness for the challenges ahead. “It’s an important job in an important time, and I’m honored by it,” Rubio stated after the confirmation, acknowledging that “there’s a lot of work ahead.”
Senate Democratic Leader Chuck Schumer supported the nomination, describing Rubio as “a qualified nominee we think should be confirmed quickly.” The bipartisan support demonstrated unusual unity in an otherwise politically divided Washington, with Democrats calculating it better to work with certain Trump nominees rather than mount wholesale opposition.
Strong Morocco advocate, Algeria critic
During his recent confirmation hearing before the Senate Foreign Relations Committee, Rubio made clear his position on one of North Africa’s artificially prolonged diplomatic disputes by reaffirming US recognition of Morocco’s Autonomy Plan for Western Sahara.
This stance continues the policy established during Trump’s first term, when the United States formally recognized Morocco’s sovereignty over the territory in December 2020.
Rubio’s perspective on regional affairs has been particularly notable regarding Morocco’s role in Africa. “If you look at West Africa, there are real opportunities going forward, not only in terms of fighting terrorism, but also economic growth,” he stated during his confirmation hearing.
“I also think, to the north, of Morocco, where we are seeing substantial advances, thanks to the Agreements [Abraham Accords], but also thanks to a relationship that continues to build,” he added.
The new Secretary of State has also taken a firm stance against Algeria, a country that has long bankrolled and harbored separatist militias threatening Morocco’s territorial sovereignty.
In September 2022, he called for sanctions against Algiers over its military purchases from Russia, describing Algeria in a letter to then-Secretary of State Antony Blinken as “a major global purchaser of Russian military equipment.”
US Congressman Joe Wilson recently made the same criticism, accusing Russia, Iran, and Cuba of actively destabilizing West Africa by backing Polisario separatists.
The historical ties between Morocco and the United States, dating back to 1777 when Morocco became one of the first nations to recognize American independence, provide a foundation for the relationship’s future development.
Trump himself highlighted this connection during his first term, noting, “Morocco recognized the United States in 1777. It is thus fitting that we recognize their sovereignty over the Western Sahara.”
Experts suggest Morocco’s strategic importance to Washington could increase during Trump’s second term. As a major non-NATO ally since 2004, Morocco plays a crucial role in US counter-terrorism efforts and regional stability initiatives.
The country’s growing influence in Africa, particularly through its Atlantic cooperation initiatives and economic investments, positions it as a key partner for US interests in the region.
The confirmation of Rubio, combined with Trump’s return to the White House, suggests a continuation and possible strengthening of the US-Morocco strategic partnership, particularly regarding Western Sahara and regional security cooperation.
With both Trump and Rubio’s demonstrated support for Morocco’s territorial integrity, observers anticipate a reinforcement of the diplomatic gains achieved during Trump’s first term.
