Morocco’s Health Ministry reaffirmed its commitment to fair, objective management of ISPITS entrance exams.

Morocco’s Ministry of Health and Social Protection has reaffirmed its commitment to ensuring fairness and objectivity in the management of the entrance examination for the Higher Institutes of Nursing and Health Techniques (ISPITS).

In a statement regarding the selection process for the 2025-2026 bachelor’s cycle, the ministry said it remains “ready to receive and address all complaints and appeals related to this process,” in line with Announcement No. 26 of September 2 to uphold the principles of equal opportunity and transparency.

“To guarantee the right of access to information, inform public opinion, and address candidates’ concerns about the selection process, the ministry emphasizes that the procedure is being conducted in compliance with legal and regulatory frameworks,” the statement read.

The selection method, in place since the institutes’ creation in 2013, has remained unchanged and is intended to ensure consistency with the pedagogical criteria governing admission to all institutions under the ministry’s authority. It is also supported by electronic processing designed to guarantee transparency.

This year’s selection drew massive participation, with 154,933 candidates, of whom 72,541 were shortlisted to sit for exams to compete for 8,600 seats across 25 institutes and 265 programs, the ministry added.

The high turnout reflects the strong appeal of ISPITS training programs and their alignment with the evolving needs of Morocco’s healthcare sector, which requires skilled and specialized professionals.

The selection process was carried out in accordance with Circular No. 76 M.M.P/22 of June 22, based on a rigorous review of applicants’ files.

It takes into account grades from the 1st-year baccalaureate regional exam (25%) and the 2nd-year baccalaureate national exam (75%), not the overall baccalaureate average, as suggested in some comments. For independent candidates, however, the overall baccalaureate average is used.

Eligibility thresholds vary by specialty and institute, depending on available seats and the number of applicants – a system designed to uphold competitiveness and equal opportunity, the ministry noted.

The ministry further stressed that all applications are processed electronically via a dedicated system linked to the “Massar” platform, ensuring equal treatment for all candidates and reinforcing transparency in the management of the exams.

Assignments to specific institutes are made automatically at the time of application, based on the chosen program and the candidate’s provincial education authority where the baccalaureate was obtained.
