Rabat– The Moroccan government has approved a new draft decree regulating the production and operation of self-generated electricity, following Thursday’s Cabinet meeting in Rabat.

Presented by Minister of Energy Transition and Sustainable Development Leila Benali, the decree implements Articles 3 to 6 of Law No. 82.21, which governs electricity self-production. 

According to Government Spokesperson Mustapha Baitas, the law establishes three regulatory frameworks for such installations: a declaration regime, a connection approval regime, and an authorization regime.

The decree provides a comprehensive framework for building and operating self-production electricity facilities. It clarifies the authorization process for installations linked to self-consumption systems not connected to the national grid, as well as those connected—or planned to be connected—to the low-voltage network. It also outlines procedures for connection approvals, operational requirements, and conditions for revoking authorizations or approvals.

The Cabinet has also decided to postpone the review of another draft decree concerning the adjustment of excess production capacity limits for self-generated electricity to a future meeting.

The Moroccan Cabinet, chaired by Prime Minister Aziz Akhannouch, has approved a series of senior appointments across several key ministries.

  • Ministry of Foreign Affairs, African Cooperation, and Moroccans Abroad:

–Zouhair Skalli appointed as Director of Financial and General Affairs
–Mohamed Amine Belhaj appointed as Director of Economic Diplomacy

  • Ministry of Health and Social Protection:

–Ahmed Bouhjar appointed as Director of the Higher Institute of Nursing and Health Techniques in Dakhla

  • Ministry of National Education, Preschool, and Sports:

– Shahid Lakbidi appointed as Director of the National Quality Label Center for Educational Institutions.
–Ilham Benrhannou appointed as Director of Prospective Studies, Statistics, and Planning.
–Ikram Bouayad appointed as Director of Preschool Education Organization.
