Rabat – The Justice and Development Party (PJD) announced that it has delivered to King Mohammed VI a memorandum containing its recommendations and proposals for updating and detailing Morocco’s autonomy initiative for the Western Sahara region.
The party said it prepared this memorandum following a series of internal and regional consultations. The party’s general secretariat convened on November 12 to draft the first version of the document, drawing upon written contributions from its members.
The next day, special consultative meetings were held with regional party secretaries in the three administrative regions in Sahara, Dakhla-Oued Ed-Dahab, Laayoune-Sakia El Hamra, and Guelmim-Oued Noun, whose written inputs were then incorporated.
On November 16, the party’s national council reviewed the progress of drafting, and after further feedback at the general secretariat level, a final version of the memorandum was completed and submitted to the King on Friday, according to the statement.
The PJD’s move comes shortly after a landmark decision by the United Nations Security Council. On October 31, the Council adopted Resolution 2797 (2025), which explicitly described Morocco’s autonomy plan for Western Sahara as a “genuine” and “most feasible” solution to the longstanding conflict.
The resolution also renewed the mandate of MINURSO, the UN peacekeeping mission in the territory, for another year.
In response, King Mohammed VI delivered a historic address to the nation, hailing the UN vote as a diplomatic victory and a validation of Morocco’s sovereignty over its Sahara region. He called on political forces and institutions to unite behind the autonomy project and to engage actively in its implementation.
The monarch said that Morocco will “update and expand” its autonomy plan, marking what he described as “the decisive phase” of the UN-led process.
“In line with the UN resolution, Morocco will move forward with updating and formulating in detail the Autonomy Proposal for its later submission to the United Nations. As a realistic and applicable solution, it must constitute the only basis for negotiation,” the King said.
And on November 10, the King invited political parties to submit their proposals and visions to contribute to updating the Autonomy Plan within the framework of Moroccan sovereignty over its southern provinces.
