Rabat – During the “Innovate with Data” event held on Tuesday in Casablanca by Dell Technologies Morocco, Minister of Digital Transition and Administrative Reform Amal El Fallah Seghrouchni outlined the key milestones of Morocco’s national strategy for artificial intelligence and digital innovation.

She reminded the audience that this momentum fits within a broader vision led by King Mohammed VI, who has made digital sovereignty a strategic priority at the intersection of economic, technological, and security challenges.

The minister emphasized that Morocco’s digital ambition is anchored in the Morocco Digital 2030 roadmap, which focuses on modern governance, next-generation infrastructure, and a highly skilled talent pool.

She noted that her ministry is finalizing a national AI roadmap that establishes a data reference framework, identifies priority themes, and sets out ethical risk-assessment mechanisms aligned with both UNESCO recommendations and the European AI Act.

On the regulatory front, El Fallah Seghrouchni confirmed that a solid framework for the safe, ethical, and responsible use of digital technologies and AI has been completed.

It was developed in coordination with the National Police (DGSN), the General Directorate of Information Systems Security (DGSSI), the national data protection authority (CNDP), and the Digital Development Agency (ADD).

A dedicated General Directorate for Artificial Intelligence will soon be created to ensure strategic coherence, coordinate projects, and steer public-private partnerships.

Infrastructure, sovereign cloud, and the rise of Moroccan startups

The minister also highlighted the central role of digital infrastructure. Cloud computing, she said, is set to become a strategic pillar, with a national reference architecture scheduled for rollout in 2026 to guarantee interoperability, security, and performance.

These foundations, she stressed, are essential for strengthening Morocco’s technological sovereignty and building trust in digital services.

Beyond infrastructure, the country is deploying a national network of JAZARI institutes — centers of excellence devoted to artificial intelligence. The flagship national center, JAZARI Root, will open in Rabat on January 12, 2026, while thematic institutes will be established across different regions.

She highlighted the example of the JAZARI Institute in Dakhla, focused on AI and the energy transition, tasked with developing intelligent energy-management solutions, advancing specialized training, and promoting applied research.

El Fallah Seghrouchni also pointed to a new national study, carried out with support from the German Cooperation, aimed at assessing the digital maturity of Moroccan small and medium enterprises. Initial findings will be presented at Gitex Africa 2026 to help guide future public-policy decisions.

On innovation, she underscored Morocco’s rising entrepreneurial momentum. During Gitex 2025, 200 Moroccan startups were mobilized, a number expected to rise to 300 for Gitex 2026 in Marrakech — a sign of the country’s growing role as a regional technology hub capable of capturing a larger share of global advanced-technology markets.

Private-sector leaders echoed this confidence. CGEM president Chakib Alj stressed that Morocco has chosen “to be an actor, not a spectator” in this technological shift, betting on administrative modernization, startup development, and the training of 100,000 digital talents each year.

He also pointed to one of the country’s key advantages: abundant, clean, and competitive energy, which is already drawing the attention of major international hyperscalers exploring future datacenter projects.

Nawfal Saoud, managing director of Dell Technologies Morocco, added that “innovation is no longer a concept but an operational reality,” noting that AI, combined with sovereign data infrastructure, is becoming a direct performance driver for businesses and marking a new chapter in Morocco’s digital evolution.
