Mohammedia – Morocco’s Public Prosecutors Office continued to expand the digital transformation of the justice system in 2024, rolling out new technological tools and restructuring internal operations to modernize case management, administrative procedures, and institutional oversight.
According to its annual activity report, released a year later, the Presidency of the Public Prosecutors Office focused on integrating digital solutions across prosecutorial work, with the aim of improving efficiency, traceability, and access to judicial services while reducing reliance on paper-based processes.
New governance for digital transformation
One of the key developments was the creation of a dedicated modernization and information systems pole, tasked with overseeing digital transformation projects and aligning them with national digital strategies.
The restructuring was designed to centralize decision-making related to information systems, cybersecurity, and data governance, while supporting the gradual re-engineering of judicial procedures.
This organizational shift laid the groundwork for wider adoption of electronic workflows across prosecution offices nationwide.
Expansion of electronic case management
Throughout 2024, the Public Prosecutors Office expanded the use of integrated information systems for managing criminal and civil cases.
Electronic processing of complaints was generalized, allowing files to be registered, tracked, and handled digitally from submission to decision.
Electronic case files were progressively adopted, incorporating digital documents, scanned attachments, and electronically generated correspondence.
The use of electronic signatures was also extended, reducing processing times and limiting administrative delays linked to physical documentation.
In civil matters, electronic transmission of files between courts was reinforced as part of broader efforts to dematerialize judicial exchanges.
Data systems and judicial monitoring tools
The report highlights the development of centralized databases and statistical systems aimed at improving monitoring and evaluation of prosecutorial activity.
These tools allow real-time tracking of case flows, judicial decisions, and pretrial detention indicators.
Digital applications were used to monitor custody visits, detention orders, and monthly prison committals, with additional validation layers introduced at the appellate level.
Prosecutorial performance reporting was also fully digitized, enabling standardized annual reports and more consistent data aggregation.
Digital platforms for HR management
Digital transformation extended beyond case handling to internal administration.
The Public Prosecutors Office overhauled its human resources management systems, introducing digital personnel files and dedicated platforms for applications to leadership positions and internal competitive examinations.
These platforms were intended to improve transparency, traceability, and efficiency in managing careers and professional advancement within the prosecution service.
Productivity tools and secure infrastructure
In parallel, prosecutors were equipped with modern office productivity tools, including software that supports voice recognition and document drafting.
These tools were introduced to streamline administrative workloads and enhance day-to-day efficiency.
The report also underscores investments in IT infrastructure and cybersecurity, including strengthened network protection, secure database management, and compliance with national cybersecurity standards.
Specialized teams were tasked with system maintenance and data security oversight.
Taken together, the measures implemented in 2024 reflect a continued move toward a more digitized and data-driven prosecution service.
By expanding electronic case management, strengthening internal platforms, and upgrading technological infrastructure, the Public Prosecutors Office has further embedded digital tools into the daily functioning of Morocco’s justice system.
