Rabat – A long-standing academic partnership between Mississippi State University (MSU) and the International University of Rabat (UIR) entered a new chapter on Friday, with university leaders signing expanded agreements this week to broaden cooperation in education, research, and international exchange.
At the heart of the event was Youssef Amrani, Ambassador of Morocco to the United States, who traveled to MSU to support the decade-long alliance. He joined MSU President Mark E. Keenum and UIR President Noureddine Mouaddib to sign a series of new agreements that build on a successful history of collaboration.
“I think that this visit, this agreement and this contact between two important universities, one in Morocco and one in Mississippi, will surely foster a new dynamic in our bilateral relations,” Amrani said during the signing ceremony.
New chapter in a decade-long collaboration
The strengthened partnership extends beyond the original focus on engineering and now includes agriculture, architecture, business, veterinary medicine, tourism, and other fields, according to MSU. The master agreement establishes a framework for joint academic programs, student and faculty exchanges, dual degrees, and collaborative research initiatives.
For UIR, this expanded collaboration with MSU represents a strategic milestone. The university, founded in 2010 as one of Morocco’s youngest higher-education institutions, has been rapidly building its academic profile and global reach. In recent international rankings, UIR was placed second in Morocco and among the top 1,000 universities in the world in the 2026 Times Higher Education World University Rankings.
UIR has repeatedly topped national rankings for its commitment to sustainable development, as it maintained a leading position in the 2025 Times Higher Education Impact Rankings, which measure contributions toward the United Nations Sustainable Development Goals (SDGs).
These achievements reflect UIR’s strategic emphasis on quality education, research impact, and global engagement. For UIR students and faculty, the expanded MSU partnership means greater access to international research opportunities, exposure to diverse academic environments, and pathways to earning degrees jointly recognized in both Morocco and the United States.
The agreement includes three specific execution programs, including a co-sponsored doctoral degree in science, engineering, and technology between MSU’s Bagley College of Engineering and UIR.
It also includes a master’s degree in plant and soil sciences offered by MSU’s College of Agriculture and Life Sciences for UIR graduates.
Also part of the agreement is a combined pathway for tourism education, with a four-year bachelor’s degree in tourism and destination development at MSU and a three-year international tourism and hospitality degree at UIR. This gives students the chance to earn two degrees.
“For well over a decade, we’ve had hundreds of students from this university come to Mississippi State to pursue their graduate studies in engineering,” Keenum said. “We also are excited about opportunities that we have been able to offer for our students to study abroad at UlR,” he added.
“It’s a wonderful partnership, and today we’re expanding beyond engineering to include agriculture, architecture, business and other meaningful programs for their students to come here to study and for our students to have the opportunity to continue studies there.”
Keenum noted his personal experiences in Morocco, saying the country’s “outstanding hospitality and beauty” have helped shape strong ties between the institutions.
Mouaddib described the expanded agreement as a major opportunity. “We feel very proud about this collaboration,” he said. “It is a very big opportunity, and I hope to write this new chapter with you.” He also spoke of the value of collaboration in areas such as artificial intelligence innovation and joint teaching and research efforts.
What this partnership means for UIR
The renewed partnership with MSU significantly strengthens UIR’s global academic footprint. Diversifying academic offerings and creating more avenues for research collaboration enhances the university’s profile as an institution that prepares students for global challenges while contributing to Morocco’s development.
Meanwhile, academically, UIR’s strong performance in international rankings especially being among the top universities nationally and globally, adding to this the expansion of dual-degree programs, boosts its attractiveness to students both within Morocco and abroad.
Partnerships like this can help Moroccan students access educational experiences that bridge continents, cultures, and professional networks.
In addition, the expanded UIR-MSU relationship aligns with Morocco’s broader goals of fostering international cooperation, enhancing educational quality, and increasing research capacity. It also strengthens cultural ties between Morocco and the US through deeper academic exchange.
UIR already maintains a global network of over 240 partner universities across five continents, aiming to promote student and faculty mobility and joint research projects. This latest step with MSU adds a major North American hub to that network and signals UIR’s commitment to internationalization.
