Agadir – Moroccan ministries and AXA Group signed a partnership agreement in Rabat on February 16, aiming to create a structured framework to strengthen national expertise in technology, data, and artificial intelligence.
The agreement brought the Ministry of Industry and Trade, the Ministry of Higher Education, Scientific Research and Innovation, the Ministry of Digital Transition and Administrative Reform, and the AXA Group together to strengthen national expertise in high-demand technology fields.
The partnership focuses on developing skills in artificial intelligence, data science, cybersecurity, cloud computing, and related digital professions, while strengthening links between academic training, research, and industry needs.
It includes plans to roll out both initial and ongoing training programs, expand apprenticeship opportunities, and support research and development projects linked to digital transformation.
The agreement also ensures that training programs remain closely connected to labor market needs by involving universities, public higher education institutions, and schools operating under the Ministry of Industry and Trade.
Minister Amal El Fallah Seghrouchni said in a statement that building strong digital and AI skills is essential to the country’s digital transformation efforts.
She noted that this partnership will help develop a national ecosystem able to anticipate technological changes and support Morocco’s ambition to become a regional hub for technology-related careers, while reinforcing technological independence and economic competitiveness.
Morocco’s efforts in AI integration
The initiative is part of Morocco’s broader digital transformation strategy and reflects national efforts to develop technological competitiveness.
Morocco launched the Maroc IA 2030 roadmap last month, which marks a major step in building a structured national approach to artificial intelligence, with a focus on governance, digital sovereignty, and practical deployment across the economy and public services.
The comprehensive plan supports the “AI Made in Morocco” vision, which aims to develop locally designed artificial intelligence solutions aligned with national economic and administrative priorities.
Additionally, Morocco accelerated its digital government agenda through the signing of eight cooperation agreements bringing together public institutions and private-sector partners to launch the new Idarati X.0 platform, a project designed to modernize how citizens access administrative services.
The initiative aims to move beyond simply guiding users through procedures and instead allow them to complete administrative steps directly through a unified digital interface.
The project also includes plans for a national digital wallet linked to secure infrastructure and the electronic national identity card, with a six-month roadmap to develop, test, and prepare the platform for wider deployment.
