Agadir – Morocco’s direct housing assistance program has surpassed 105,000 beneficiaries since its launch in 2024, with young people under the age of 40 accounting for more than half of recipients, Secretary of State for Housing Adib Benbrahim announced on Tuesday.
Speaking during a session of the House of Councillors, Benbrahim said the initiative has generated significant demand nationwide, attracting nearly 218,000 applications as authorities continue efforts to expand access to homeownership.
“Regarding housing, this program has been very successful under the directives of the King. It was launched in 2024 and will continue until 2028,” Benbrahim told lawmakers.
The official explained that the scheme provides direct financial assistance to homebuyers while allowing beneficiaries greater freedom in choosing where they wish to live.
“The program provides direct financial support to facilitate access to homeownership, giving people the freedom to choose where they want to live. Beneficiaries can look for the housing unit they prefer in the area they wish to reside in, instead of being limited to concentrated social housing projects. This approach promotes greater social diversity and integration,” he said.
Young people lead beneficiaries
Benbrahim noted that demand for the program has remained strong since its introduction.
“As for demand, it has been very strong, with 218,000 applications for housing assistance submitted nationwide. To clarify a figure mentioned earlier, there have been 105,000 beneficiaries so far,” he said.
According to the official, the program’s eligibility framework has helped ensure regional equity while reaching a diverse range of beneficiaries across Morocco and abroad.
“The program’s eligibility framework ensures regional equity. Moroccans living abroad account for 24% of beneficiaries, women represent 47%, and young people under the age of 40 account for 52%,” he stated.
The housing aid scheme has also extended support beyond low-income households to include middle-class families, with a majority of recipients benefiting from the lower-priced housing segment.
Program expansion across multiple regions
The secretary of state added that the initiative has helped address geographical imbalances in access to housing, particularly in areas that previously experienced shortages of social housing.
“The cities benefiting most from the program are those that previously experienced shortages in social housing. This gap has now been addressed,” he noted.
According to the official, the highest numbers of beneficiaries have been recorded in Fez, followed by Berrechid, Casablanca, Kenitra, El Jadida, Benslimane, and Settat.
“At the beginning, the highest numbers of beneficiaries were recorded in the Prefecture of Fez, followed by the Province of Berrechid, Greater Casablanca, Kénitra, El Jadida, Benslimane, and Settat,” he said.
“These households are now able to access housing, whereas previously they lacked the means to do so,” Benbrahim added.
The government has also expanded eligibility for the program through the 2026 Finance Law, which now allows joint property owners to benefit from the assistance scheme.
Government pursues slum-free Morocco
Beyond housing assistance, Benbrahim highlighted progress in Morocco’s efforts to combat substandard housing and informal settlements. He announced that 62 cities and urban centers have been declared slum-free, improving living conditions for nearly 385,000 households.
The official further noted that more than 81,000 households have seen improvements in their housing conditions since the current government took office. Authorities are pursuing a strategy to eliminate slums by 2028 through family resettlement programs and measures designed to prevent the emergence of new informal settlements.
Addressing the issue of buildings at risk of collapse, Benbrahim said authorities have identified 53,728 structures nationwide and carried out specialized technical assessments on approximately 28,000 of them. Reports concerning buildings requiring urgent intervention have been submitted to the relevant local authorities.
