Morocco, UAE Sign Human Rights Cooperation Agreement in Rabat

Casablanca — Morocco and the United Arab Emirates signed a memorandum of understanding on Wednesday in Rabat aimed at strengthening bilateral cooperation in the field of human rights.

The agreement was signed by Morocco’s Ministerial Delegate for Human Rights, Mohamed El Habib Belkouch, and UAE Minister of State at the Ministry of Foreign Affairs Noura bint Mohammed Al Kaabi. The signing ceremony took place in the presence of UAE Ambassador to Morocco Al Asri Saeed Ahmed Al Dhaheri.

The memorandum was concluded during a visit by a delegation from the UAE Permanent Committee for Human Rights to Morocco on June 10 and 11.

According to the two sides, the agreement seeks to reinforce the institutional capacities of both parties and deepen joint cooperation on human rights issues. It also aims to develop partnership mechanisms between the two institutions by supporting cooperation among national mechanisms responsible for implementation, reporting, and follow-up related to human rights commitments.

The memorandum further provides for the exchange of views and stronger bilateral coordination regarding participation in regional and international human rights forums.

Speaking to reporters, Belkouch said the meeting offers a common platform to expand different forms of cooperation in the field of human rights. He pointed to opportunities for exchanging expertise, organizing visits, improving advocacy efforts before international bodies, coordinating positions, and developing structured programs on issues considered priorities at both regional and international levels.

He added that the visit reflects the ongoing spirit of cooperation and brotherly relations between Morocco and the UAE and stressed the importance of strengthening collaboration in promoting human rights.

For her part, Al Kaabi described the signing of the memorandum as an important step in reinforcing the strong ties between Abu Dhabi and Rabat.

She explained that the agreement is intended to support human rights efforts across several areas while encouraging knowledge sharing and the exchange of expertise. She also expressed hope that it would help build stronger regional and international partnerships in the field.

Under the agreement, the two sides will organize conferences, seminars, roundtable discussions, and training sessions. The memorandum also provides for field visits, exchanges of experience, and the preparation of studies and research aimed at promoting a culture of human rights.
