Morocco Prepares Green Electricity Tracking System Amid EU Carbon Rules

Morocco is advancing plans to certify and trace renewable electricity consumption, a move aimed at helping exporters maintain their competitiveness in the EU market.

Agadir – Morocco is moving to establish a national system to certify and track renewable electricity consumption as the country seeks to help its exporters meet new European carbon requirements.

The Ministry of Energy Transition and Sustainable Development has received 15 applications from Moroccan and international firms interested in developing a national registry for guarantees of origin of renewable electricity. 

The initiative is part of Morocco’s efforts to strengthen the traceability of green electricity and support national industries facing stricter environmental standards in key export markets, particularly the European Union.

The future platform will allow companies to obtain certificates confirming that the electricity they consume comes from renewable sources. These certificates are expected to help manufacturers demonstrate lower carbon footprints for their products, an important factor as the EU implements its Carbon Border Adjustment Mechanism (CBAM).

The ministry launched an expression of interest earlier this year to identify technical and operational solutions for the registry. The applications submitted by the June 1 deadline came from companies specializing in digital certification systems, software development, engineering, and energy market services.

“The Ministry of Energy Transition and Sustainable Development (MTEDD) is launching a Call for Expressions of Interest (EOI) for the establishment and operation of a national registry of Certificates of Origin (COs) for electricity generated from renewable sources, to ensure the verifiability and traceability of renewable energy production,” the EOI stated. 

“This EOI is open to national and international service providers (“Applicants”) with expertise in this field,” the document further read.

This initiative follows the adoption of a regulatory framework in late 2024 governing the issuance of renewable electricity certificates. This framework will enable certificate requests and verification procedures to be managed through a dedicated digital platform overseen by the government authority responsible for energy transition.

Authorities aim to ensure that the Moroccan system aligns with European standards governing guarantees of origin and renewable energy certification. This measure would facilitate the recognition of Moroccan certificates by European partners and strengthen the competitiveness of Moroccan exports.

The submitted proposals are currently under review by a dedicated evaluation committee. Following the assessment process, the ministry is expected to launch a formal tender to develop and deploy the national registry.
