Agadir – Morocco’s Ministry of Energy Transition and Sustainable Development has joined the National Portal for the Right of Access to Information (PNDAI), strengthening transparency, improving public access to information, and advancing the country’s digital transformation.
The partnership agreement was signed on Wednesday in Rabat by Minister of Energy Transition Leila Benali and Omar Seghrouchni, president of the National Commission for the Control of Personal Data Protection (CNDP) and chair of the Committee on the Right to Information (CDAI).
The agreement aims to reinforce the implementation of the constitutional right of access to information by simplifying procedures and making government data more accessible through a unified digital platform.
Speaking at the signing ceremony, Benali said the ministry’s accession to the portal reinforces citizens’ right to obtain environmental information related to the energy sector.
“This accession enshrines citizens’ right to access environmental data related to the energy sector, particularly data concerning climate, mining, air quality, water quality, and bathing waters,” the minister said, noting that the ministry already publishes annual reports on the quality of bathing waters as part of its transparency policy.
Benali added that the initiative represents another step toward modernizing Morocco’s public administration and strengthening good governance through the development of digital platforms and the adoption of new technologies.

Seghrouchni said the partnership would make it easier for citizens to access public information while improving coordination among institutions to ensure more efficient dissemination of data.
He noted that the initiative supports the implementation of Article 27 of Morocco’s Constitution, which guarantees the right of access to information, as well as Law 31.13 governing access to public information.
According to a statement from the National Portal for the Right to Information (PNDAI), the ministry’s accession reflects “its firm commitment to openness and effective institutional communication.”
The statement added that the ministry intends to use the platform as “a key lever to bring together the strategic visions and development programs of citizens and partners,” while facilitating access to information “with the necessary speed and effectiveness” as part of Morocco’s broader digitalization and public service modernization efforts.
Managed by the Committee on the Right to Information, the PNDAI is a digital platform that enables Moroccan citizens and foreign nationals legally residing in the country to submit and track requests for public information and related complaints in accordance with Law No. 31.13.
