Morocco’s Culture Ministry Joins National Access to Information Portal

Casablanca — Morocco’s Ministry of Youth, Culture and Communication has joined the National Portal for the Right of Access to Information (PNDAI) under a partnership agreement signed Sunday in Rabat.

The agreement was signed on the sidelines of Morocco Gaming Expo 2026, in a ceremony chaired by Youth, Culture and Communication Minister Mohamed Mehdi Bensaid and CNDP President Omar Seghrouchni.

Under the agreement, the ministry and its three sectoral departments, Youth, Culture, and Communication, will monitor information requests and complaints submitted through the portal and respond to them in line with Law 31.13 on the right of access to information.

The agreement also provides for sharing links to information the ministry publishes proactively, including open data, as part of Article 10 of the law. The ministry will also send the commission data on all institutions and bodies under its supervision.

The CNDP, for its part, will organize training and awareness sessions for the ministry on the right of access to information and support its effective integration into the PNDAI.

Bensaid said the ministry’s adhesion to the portal falls within the implementation of constitutional provisions guaranteeing access to information as a fundamental right. He said it marks a new step in the digitalization of public services and reflects a will to make transparency a concrete part of public action by bringing information closer to citizens.

Seghrouchni told the press that the agreement is important because of the wide range of sectors under the ministry’s authority. He added that it will allow citizens of all ages, especially young people, to better understand the management of public affairs linked to the ministry.

The PNDAI allows Moroccan citizens and foreign residents legally living in Morocco to submit and track access-to-information requests and related complaints. The right is guaranteed by Article 27 of Morocco’s Constitution and governed by Law 31.13, adopted in 2018.

Sunday’s agreement comes as several public institutions have recently joined the PNDAI, in a broader effort to centralize access-to-information requests and make public bodies easier to reach online.

The Ministry of Digital Transition and Administration Reform signed its own adhesion agreement in December 2025, followed the same month by the Institution of the Mediator of the Kingdom and the Council of the Moroccan Community Abroad.

In April 2026, the National Social Support Agency also formalized its adherence to the platform.
