Morocco to Launch $250 Million World Bank-Backed Digital Transformation Program

Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni

Agadir – Morocco’s digital transformation agenda took center stage during a meeting held today in Rabat between Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni and World Bank Vice President for the Middle East and North Africa (MENA) Ousmane Dione.

According to the ministry, the meeting followed the approval and signing of the country’s Digital Transformation Acceleration Program in June, establishing a common implementation framework based on measurable results and the use of national systems.

Backed by $250 million (MAD 2.34 billion) in World Bank financing over five years, the program aims to accelerate the rollout and adoption of user-centered digital public services while supporting the digitization of the private sector to enhance competitiveness and create jobs.

Seghrouchni said the initiative will reinforce projects already underway within her ministry, particularly in digital public administration, digital infrastructure, artificial intelligence (AI), and the digital economy and employment.

She added that the program adopts a results-based approach designed to speed up the implementation of Morocco’s broader digital transformation strategy.

The minister also said her department’s immediate priority is to ensure the program becomes operational before September 23 this year in coordination with the Ministry of Economy and Finance, by meeting all conditions required for its entry into force.

Dione described the meeting as a continuation of discussions held over the past two years in Washington to establish a long-term partnership between Morocco and the World Bank.

He welcomed the approval of the $250 million financing package, saying it reflects the institution’s commitment to supporting Morocco’s digital agenda.

According to Dione, the partnership will help modernize public administration, advance digital transformation, improve interoperability between government systems, strengthen the private sector, and generate employment opportunities, ultimately enhancing the performance of Morocco’s economy and public services.
