Morocco Ranks 11th Among Recipients of Mobilized Private Finance

Projects in Morocco attracted an annual average of $1.5 billion in mobilized private finance between 2021 and 2024.

Morocco Ranks 11th Among Recipients of Mobilized Private Finance

Rabat – Morocco ranked 11th worldwide among recipients of private finance mobilized through official development interventions, with an annual average of $1.5 billion, according to the OECD’s Private Finance Mobilisation Report 2026. 

The country ranked third at the African level, behind South Africa, which attracted an annual average of $1.7 billion, and Egypt, with $1.6 billion. 

Mobilized private finance is funding from private banks, companies, and investment funds that is attracted through support from official development institutions. 

Under the OECD’s methodology, private finance is counted as mobilized only when there is a clear causal link between an official development intervention and the additional funding provided by private investors.

How Public Finance Attracts Private Capital

Development institutions use different financial tools to encourage private investors to participate in projects. These include guarantees, direct investments in companies, syndicated loans, credit lines, collective investment funds, and co-financing arrangements.

Guarantees reduce risk by covering losses if borrowers fail to repay, while syndicated loans allow several lenders to finance the same borrower. This arrangement shares the risk and gives the borrower access to more funding. 

Together with direct investments, these mechanisms accounted for 70% of the annual average of mobilized private finance between 2021 and 2024. Their role was especially important in infrastructure, energy, and other sectors requiring large-scale funding. 

Africa leads inflows but gaps persist 

Africa attracted the largest regional share of mobilized private finance during the same period. Projects on the continent received an annual average of $19.7 billion, representing 30% of the global total. Latin America and the Caribbean followed with 28%, while Asia accounted for 25%.

However, the report highlighted an imbalance in how this financing was distributed across sectors. Economic infrastructure and services received 70% of mobilized private finance, with banking and business services attracting the largest share.

Social sectors accounted for only 6% of the total, reflecting the continued difficulty of attracting private investment to education, health, and other social services.
