Agadir – Morocco plans to mobilize MAD 400 billion ($40.7 billion) in public investment in 2027, with funding directed toward infrastructure, energy, water, transport, housing, and social development projects, according to the explanatory note accompanying the 2027 Finance Bill.
The investment envelope covers public establishments and enterprises (EEP), the general state budget, special Treasury accounts (CST), State-managed autonomous services (SEGMA), and territorial authorities, the Ministry of Economy, Finance and Public Performance said in the document published on its website.
Public establishments and enterprises, including the Mohammed VI Investment Fund, account for MAD 251 billion of the planned investment effort. The general budget, CSTs, and SEGMA represent MAD 124 billion, after excluding transfers between these entities and public enterprises to avoid double counting. Territorial authorities account for the remaining MAD 25 billion.
Energy, transport and water among investment priorities
Public enterprises and establishments will direct their investment programs toward several strategic sectors, including energy, telecommunications, housing, agriculture, electricity, drinking water, and phosphates and their derivatives.
The programs will also cover transport infrastructure, including highways, airports, maritime facilities, and railways.
Special Treasury accounts will finance projects across a broader range of areas, including road network development, agriculture, water and forestry, audiovisual services, housing, justice, culture, and sports. These accounts will also support social and educational programs.
Territorial authorities to focus on local infrastructure
Territorial authorities will use their investment allocations primarily to develop infrastructure and improve residents’ living conditions.
Their projects will include expanding and upgrading roads and sanitation networks, building cultural and sports facilities, and developing leisure spaces. The planned investments will also support the construction of markets and public buildings, alongside the creation and improvement of gardens and green spaces.
The MAD 400 billion allocation reflects the public sector’s planned investment effort for 2027 across these different funding channels. The explanatory note outlines the sectors and types of projects expected to receive funding but does not provide a detailed breakdown of the total by individual project.
