Rabat – The Ministry of Digital Transition and Administrative Reform, in collaboration with the Deposit and Management Fund (CDG) and TAMWILCOM, signed in Rabat on Wednesday a partnership agreement to bolster startup growth as part of the “Digital Morocco 2023” roadmap.
The Digital Morocco 2030 strategy is built on two key pillars: digitizing public services and invigorating the digital economy to foster Moroccan tech solutions, create added value, and boost employment.
The agreement, signed by Ghita Mezzour, Minister Delegate for Digital Transition and Administrative Reform, alongside CDG Director General Khalid Safir and TAMWILCOM Director General Hicham Zanati Serghini, looks to select qualified operators, such as incubators and accelerators, to develop tailored programs for the Moroccan market and manage grant distribution to startups.
The initiative also strives to provide structured, long-term support for startups at every stage of development, boosting their entrepreneurial skills and helping them achieve their goals through mentoring and connections with investors, all within the framework of the “Digital Morocco 2030” strategy.
Minister Mezzour noted that the agreement focuses on identifying both national and international economic operators to develop and support startups.

She added that this initiative goes hand in hand with the financing component of the strategy, which also prioritizes creating digital solutions to meet business needs and increase job opportunities for Moroccan youth.
TAMWILCOM’s Director General, Zanati Serghini, explained that the tripartite agreement is a step toward advancing the “Digital Morocco 2030” strategy, particularly in improving access to funding for innovative startups.
He noted that startups often struggle to secure financing through traditional banks, as they require a different economic model with criteria suited to their unique needs. Serghini also mentioned that, in recent years, the government has introduced several programs and mechanisms to simplify the financing process for these companies.
During the first meeting of the National Committee for Digital Development in February this year, Prime Minister Aziz Akhannouch reaffirmed the government’s commitment to advancing digital transformation in line with the King’s directives. The plan seeks to narrow the digital divide with developed nations and harness the opportunities of the global digital revolution.
Key priorities include establishing national cloud services for public and private sectors, expanding internet and mobile network access, especially in rural areas, and focusing on fiber optic infrastructure and the adoption of 5G technology in the near future.
