Rabat – The Moroccan government has issued a new decree implementing the plan to develop 12 joint-stock companies that would be responsible for running the recently-instituted Cities of Professions and Skills.

The latest decree falls in accordance with the requirements of Law No. 39.38, which oversees the companies created or run by public institutions. The new companies will oversee the cities of professions representing Morocco’s 12 regions.

Morocco’s Ministry of National Education, the Ministry of Economy and Finance signed an agreement with the Hassan II Fund for Economic and Social Development and the Office of Vocational Training in February 2020 to secure the funds for the implementation of the project.

Morocco’s Ministry of National Education, Vocational Training, Higher Education, who is behind the ambitious project, expects to see the cities’ doors open by September 2021, but the project to be fully implemented by 2024.

Meanwhile, Morocco’s Office of Vocational Training and Employment Promotion is in charge of establishing the 12 companies that will handle the project. The office will create a real estate company responsible for managing the entire business, which will then form specific agreements with other management companies according to individual circumstances.

The final cost of developing and implementing the project is estimated at approximately MAD 3.6 billion ($ ), excluding real estate costs.

Morocco’s King Mohammed VI announced the development of vocational training programs and the creation of “cities of professions and skills” in every Moroccan region in April 2020.

Morocco’s Minister of Education Said Amzazi said at the meeting that “there are multi-sectoral and multi functional structures that will become a strategic lever for competitiveness and a major factor of the integration of the youth into working life.”

The program will offer training in such fields as digital offshoring, a remote form of staffing, in Morocco’s 12 regions of Morocco, the minister explained, adding that artificial intelligence related training will be available in the Rabat-Sale-Kenitra and Casablanca-Settat regions.
