Rabat – The Ministry of the Interior has executed a major reshuffle affecting 592 territorial officials, which accounts for 23% of the total personnel within the territorial administration.
The reshuffle is key to the broader strategy designed to boost the ministry’s human resources while recognizing the role these officials play in providing public services based on principles of public interest, integrity, justice, and social cohesion.
According to a ministry statement, this initiative strives to keep officials continuously engaged in addressing citizen needs and advancing Morocco’s development.
This action is also part of the ministry’s annual strategy to periodically rotate new generations of local officials into various prefectures and provinces across Morocco.
To facilitate this reshuffle, the ministry introduced a thorough evaluation and support system, focused on enhancing the value of human resources and ensuring objective performance assessments.

Based on merit and comprehensive performance evaluations, a total of 96 officials, including both men and women, have been promoted within the territorial administration.
To integrate new talent into the administration, 124 new officials, who are graduates of the Royal Institute of Territorial Administration have been appointed as part of this reshuffle.
Meanwhile, to bolster the motivation of territorial officials and acknowledge their contributions during significant national events, crisis management, and public service, administrative commissions have promoted 544 officials.
The Ministry of the Interior also held a competitive examination to select candidates for the Khalifa of Caïd training program at the Royal Institute of Territorial Administration.
A total of 133 candidates have been selected for this specialized training, preparing them for the role of Khalifa of Caïd, or the deputy to the regional authority.
In August 2023, the Ministry of the Interior carried out a major staff reassignment, affecting 1,116 agents, which represented 25% of the total workforce.
