Morocco’s $735 Million Highway Plan: 1,000 km of New Motorways by 2030

Rabat – The Moroccan government is poised to significantly enhance its motorway infrastructure, with an ambitious investment plan set to reach MAD7.74 billion (approximately $735 million) between 2025 and 2027.

This initiative was detailed in the report on public establishments and enterprises (EEP) by the Ministry of Economy and Finance accompanying the draft finance law for the upcoming year.

The investment program allocates funds of approximately MAD 265 million  ($25 million) for 2025, MAD 245 million ($23 million) for 2026, and MAD 263 million ($25 million) for 2027.

Key projects include the construction of the Rabat-Casablanca mainline, the Tit Mellil-Berrechid corridor, and the Sidi Maarouf and Ain Harouda junctions, as detailed in the report. 

In the first half of 2024, the investment program has already achieved 42% of its budget target, amounting to about MAD 853 million ($81 million).

Revenue projections indicate sales of MAD 4.32 million ($411,000) in 2025, over MAD 4.55 million ($433,000) in 2026, and reaching MAD 4.8 million ($458,000) in 2027.

At the end of June 2024, sales surpassed MAD 1.82 billion ($174 million) and are expected to conclude the year at approximately MAD 4.02 billion ($382 million), reflecting an 8% increase compared to 2023.

This investment program aligns with King Mohammed VI’s vision, announced during the Africa Investment Forum on November 8, 2023, to expand Morocco’s motorway network to 3,000 kilometers (approximately 1,864 miles) by 2030.

This expansion will add over 1,000 kilometers of new highways, with ongoing consultations among stakeholders to finalize the development and financing plans. Notably, this initiative is part of Morocco’s preparations to host the 2030 World Cup.

Société Nationale des Autoroutes du Maroc (ADM), responsible for the country’s highway construction and maintenance, reported consolidated sales of MAD 1.19 billion ($113 million) at the end of March 2024, a notable increase from MAD 962 million ($91 million) in the same period last year.

The company has also seen a 24.2% rise in gross capital expenditure, primarily focused on the Tit Mellil-Berrechid freeway and the Casa bypass.

Since its establishment in 1989, ADM has constructed an extensive 1,800-kilometer motorway network, the second largest in Africa.

The company’s ongoing transformation strategy emphasizes customer satisfaction and financial performance, aiming to enhance its operational efficiency and profitability.
