Doha – Morocco’s Digital Development Agency (ADD) has officially announced the appointment of Amine El Mezouaghi as its new Director General. His nomination was approved by King Mohammed VI during the Council of Ministers held on Monday, May 12, in Rabat.
The official handover ceremony took place the following day at the agency’s headquarters, with the Minister for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, overseeing the transition of leadership from Mohammed Drissi Melyani to El Mezouaghi.
During the ceremony attended by agency staff and ministry officials, El Fallah Seghrouchni congratulated the incoming director on earning the royal trust while also recognizing the significant contributions made by his predecessor. She pointed out the vital importance of human capital in successfully implementing digital transformation and administrative reform initiatives.
“The ADD is now called upon to continue its missions of structuring the digital ecosystem and working toward creating distinguished players in the digital economy,” stated the minister during the handover ceremony.
The minister noted the agency’s critical role in executing the state’s digital development strategy, particularly in promoting digital tools and increasing their adoption among citizens. She mentioned the need to develop specialized human skills across various digitalization fields and establish a digital culture throughout society.
El Mezouaghi expressed his pride in receiving this appointment while recognizing the scale of challenges ahead. “Digital transition is no longer a choice but an urgent national necessity,” he remarked during the ceremony.
The new director explained that digitalization—encompassing artificial intelligence, cybersecurity, infrastructure, data, and skills development—represents a strategic lever for national sovereignty, strengthening social inclusion, and enhancing economic competitiveness.
“Our goal is to make Morocco a proactive player and leader in the technological revolution,” El Mezouaghi stated. He added that the success of digital transition depends on inclusivity and its contribution to improving public service performance while supporting youth, entrepreneurs, and startups.
One of the major tests awaiting El Mezouaghi will be the effective implementation of the “Morocco Digital 2030” strategy, an ambitious roadmap aimed at accelerating the country’s digital transformation. The strategy was unveiled on September 25, 2024, by Aziz Akhannouch’s government with the vision of establishing Morocco as a regional digital hub.
The ADD will be responsible for deploying the strategy’s structural projects, ranging from the generalization of online public services to active support for startups, skills development, network coverage expansion, and data security.
Redouane Haloui, president of the Federation of Information Technology, Telecommunications and Offshoring (APEBI), has voiced concerns about accumulated delays and remaining obstacles in implementing the digital strategy.
Outgoing director Drissi Melyani, who had led the agency since February 2019, commended his successor and wished him success in his new role. He expressed confidence in El Mezouaghi’s ability to continue the agency’s trajectory of success and excellence.
