Rabat – The Moroccan Agency for Sustainable Energy (Masen) and the World Bank, through the ESMAP-SRMI and PPIAF initiatives, have launched the first Francophone cohort of the “Competitive Tenders for Renewable Energy Projects” training program.
The event, hosted in partnership with the African Development Bank (Desert to Power), GIZ GET.Transform, the French Development Agency (AFD), and the International Renewable Energy Agency (IRENA), shows Morocco’s role as a key driver of regional energy cooperation.
The program aligns with Morocco’s goal to make the energy transition a central pillar of its sustainable development and South-South cooperation.
Bringing together 70 senior officials from 17 African countries, the initiative seeks to strengthen institutional capacities to design, launch, and manage competitive, transparent, and bankable tenders for renewable energy projects.
Building a regional framework for Africa’s energy markets
Structured around a pragmatic and collaborative approach, the program provides public institutions with the tools needed to secure investments, establish reliable contracts, and manage project-related risks.
It combines interactive learning modules, case studies tailored to African contexts, and field visits to emblematic Moroccan sites such as the Noor Ouarzazate solar complex and the Nassim Koundia Al Baida wind farm in the north.
The initiative embodies the pragmatic partnership Masen seeks to foster by addressing concrete needs in project structuring. This structuring will support a modern, integrated energy governance across Africa, making it results-oriented and placing African actors at the core of solution design and implementation.
Hosting the program in Morocco shows international confidence in the country´s renewable energy model and its leading role in promoting South-South collaboration and knowledge sharing.
Institutional collaboration for an inclusive energy transition
The program also benefits from the participation of key Moroccan institutions, including the Ministry of Energy Transition and Sustainable Development, the Moroccan Agency for International Cooperation (AMCI), the National Electricity Regulatory Authority (ANRE), and the National Office of Electricity and Drinking Water (ONEE).
Their involvement points to the complementarity between national and regional efforts to accelerate Africa’s energy transition through skills development, expertise sharing, and the creation of a Francophone community of renewable energy professionals.
Running from October 2025 to June 2026, the training will include two in-person workshops in Morocco, at the launch in Rabat and the closing session in Ouarzazate, as well as eight virtual sessions and continuous mentorship.
The participants will work toward developing national roadmaps and building a regional network of Francophone experts dedicated to advancing renewable energy.
Through this initiative, Masen and its partners reaffirm their commitment to supporting an inclusive, sustainable, and forward-looking energy transition across the African continent.
