The cooperation between Russia and Morocco is not a sudden development but the result of a strengthening relationship. Next year, the two countries will mark the 10th anniversary of their Deep Strategic Partnership Declaration, which they mutually signed in 2016.
The most significant recent change is Russia’s movement toward endorsing Morocco’s Autonomy Plan for Western Sahara. Russian Foreign Minister Sergey Lavrov has stated that Russia is ready to “welcome” the plan as a realistic and viable solution, framing it as a form of “self-determination”.
